Politburo member and Prime Minister Pham Minh Chinh has just signed Directive No. 07/CT-TTg to promote the implementation of the Project on developing applications of population data, identification and electronic authentication to serve national digital transformation.
In the directive, the Prime Minister assigned the Ministry of Science and Technology to urgently complete the development and submit to the Government and the Prime Minister documents detailing the Law on Electronic Transactions.
Develop and submit to the Prime Minister for promulgation the digital government development program and the digital economy and digital society development program for the period 2026-2030 in accordance with the policy of Resolution No. 57-NQ/TW, to be completed in September 2025.
Preside over and coordinate with technology corporations (VNPT, CMC, FPT, Viettel...) to build investment mechanisms, deploy comprehensive digital transformation solutions in 1 locality and expand nationwide, to be completed in June 2025.
Complete technical economic norms, unit prices for cost estimates for activities related to digital transformation, construction, updating, exploitation, use, maintenance, and security of national databases and specialized databases as a basis for ministries, branches, and localities to develop estimates to implement the National Data Strategy.
The Ministry of Foreign Affairs shall preside over and coordinate with the Ministry of Public Security and the Ministry of Justice to provide birth certificates for Vietnamese children abroad online. Coordinate with the Ministry of Public Security to select 1 country to connect data, deploy a number of online public services such as immigration, labor, healthcare, education for people and businesses, and report the roadmap in April 2025.
At the same time, the Ministry of Foreign Affairs coordinates with the Ministry of Public Security to study and propose solutions to reduce and simplify visa issuance procedures for foreigners and carry out online visa issuance procedures for foreigners who have had biometric samples collected (fingerprints, eyelids), to be completed in April 2025.
The Ministry of Construction agreed with the Ministry of Public Security to implement biometric technology application solutions and VNeID platforms at 100% of airports, wharves and border gates to facilitate people, to be completed in September 2025.
The Government Inspectorate presides over and coordinates with the Ministry of Public Security, the Ministry of Home Affairs, and the Government Office to step up inspection and examination of the performance of public duties of cadres, civil servants, and public employees in handling administrative procedures, providing public services, and implementing the tasks of Project 06 and this Directive at units and localities.
The Prime Minister assigned the Ministry of Public Security to develop and submit to the Government for promulgation Decrees detailing the Data Law to ensure compliance with the effective date from July 1, 2025.
Organize the implementation of issuing electronic identification cards and identification cards to overseas Vietnamese who have been collected biometric samples (fingerprints, eyelids) and coordinate the issuance of birth certificates to overseas Vietnamese children online.
Focus on building and putting the National Data Center system into operation in August 2025.
