The session is of special significance in perfecting institutions, policies and regulations to ensure the effective operation of the two-level government apparatus of Gia Lai province, contributing to the province's rapid and sustainable development.
Many bottlenecks need to be removed
In his opening speech, Mr. Rah Lan Chung - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Gia Lai Provincial People's Council - said that in the first 6 months of the year, the province's socio-economic situation achieved many positive results, with the gross regional domestic product (GRDP) increasing by 7.49% over the same period last year.

However, the economy still faces many difficulties and challenges. Some production and business sectors are still facing obstacles; the progress of implementing key projects has not met requirements.
The tourism sector is still monotonous, the quality of services is not high; there is a lack of large-scale entertainment areas, modern shopping and shopping centers to meet the increasingly diverse needs of tourists. Land encroachment, illegal construction, environmental pollution in some clusters and industrial parks still occur in many localities...

At the session, the Provincial People's Council will discuss and give opinions on many important issues such as the results of socio-economic development in the first 6 months of the year and solutions for the last 6 months of the year; especially the contents related to budget revenue and expenditure, public investment, administrative reform, digital transformation and social security.
"The delegates need to promote their intelligence, conduct thorough research, discuss in depth and contribute quality opinions, ensure that the resolutions passed are effectively implemented, avoiding the situation where newly issued resolutions have to be amended, especially with policies related to the regime and rights of the people", Mr. Chung suggested.
Accelerating key projects
Directing at the meeting, Gia Lai Provincial Party Secretary Ho Quoc Dung affirmed that the province is entering a development stage with a new mindset, with a lot of room but also a lot of responsibility. He called on each cadre and delegate to clearly recognize their role, position and mission before voters and history.
"I believe that the new Gia Lai will soon create breakthroughs, bringing the province to rapid and sustainable development," said Mr. Dung.

From now until the end of the year, the Gia Lai Provincial Party Secretary proposed that the province ensure the GRDP growth target of not being lower than the national average; urgently complete the Gia Lai Provincial Planning for the period 2025 - 2030, with a vision to 2050. At the same time, promptly allocate specific targets, tasks, and resources for socio-economic development to 77 communes and wards (in the old Gia Lai province) and departments, branches, and sectors.
The province also needs to promote decentralization and delegation of authority to the commune level in conjunction with reasonable resource allocation; urgently review and handle public assets and facilities after the arrangement, prioritize the conversion of functions to serve essential fields such as health and education.
Focus on accelerating the progress of key projects such as Runway No. 2 and synchronous works at Phu Cat Airport, Quy Nhon - Pleiku Expressway, Phu My Industrial and Port Area, CK54 Service Urban Area, Southern Pleiku Industrial Park, ... associated with accelerating the disbursement of public investment capital, ensuring the disbursement of 100% of the capital plan.
Special attention is paid to strengthening facilities in communes and wards - especially in remote areas, border areas, islands, and areas with special difficulties - to ensure working conditions for grassroots authorities, meeting the requirements of innovating the 2-level government organization model in the new situation...
