Resolution requires the arrangement of educational units.
For higher education institutions, in the appendix, the Government requires implementation according to the project on arranging and reorganizing the system of higher education institutions developed by the Ministry of Education and Training, submitted to competent authorities for approval, in which review, merge, and dissolve higher education institutions that do not meet standards and operate ineffectively.
For vocational education institutions and vocational schools, each province and city has a maximum of no more than 3 vocational schools to train skilled workers to serve socio-economic development and attract investment in the locality (excluding schools that ensure regular expenses or more).
For vocational secondary schools, maintain schools that self-ensure regular expenses or higher, and the remaining schools implement arrangement, consolidation, and merger with colleges.
For colleges, each province and city has a maximum of no more than 3 schools capable of continuing education and practical training (excluding schools that ensure regular expenses or more); the remaining schools implement arrangement, merger, and acquisition with higher education institutions.
For preschool and general education institutions, the Government orients to only merge schools and school sites within the scope of a commune-level administrative unit, prioritizing retaining school sites with favorable conditions (facilities, transportation, concentrated population), and dissolving remote school sites that do not meet minimum facilities standards.
Educational institutions subject to consolidation must be fully prepared with facilities at the main school site.
The Government thoroughly ensures that each commune-level administrative unit has at least 1 kindergarten, 1 primary school and 1 secondary school; prioritize multi-level school models (primary and secondary schools) in sparsely populated residential areas or places with difficult travel conditions.
For vocational education centers, continuing education centers, vocational education - continuing education centers, the Government proposes to arrange and merge them into inter-ward and commune vocational education - continuing education centers.
Merge to establish a vocational high school equivalent to a high school level according to the provisions of the Law on Vocational Education (amended).
In Hanoi, the Department of Education and Training plans to maintain the current status of the network of kindergartens, primary schools, and secondary schools in 108/126 communes and wards.
Arrange and reorganize the network of kindergartens, primary schools, and secondary schools in 18 communes and wards including: Bach Mai, Bo De, Chuong My, Cua Nam, Ha Dong, Hai Ba Trung, Hong Ha, Ngoc Ha, Son Tay, An Khanh, Chuong Duong, Dan Phuong, Phu Cat, Phuc Loc, Thach That, Yen Bai, Phu Nghia, Minh Chau.
Plan to arrange and reorganize public educational institutions directly under communes and wards in the period 2026-2027 in the direction of reducing 23 kindergartens (from 811 schools to 788 schools); reducing 4 primary schools (from 728 schools to 724 schools); reducing 8 secondary schools (from 614 schools to 606 schools).
In Ho Chi Minh City, according to the latest arrangement plan, keeping 2 universities (universities) including: Pham Ngoc Thach Medical University and Thu Dau Mot University. Reorganizing Saigon University (on the basis of merging Ba Ria-Vung Tau Pedagogical College (CĐ) into Saigon University).
The plan to maintain 6 colleges includes: Vietnam-Singapore College; Vietnam-Korea Binh Duong College; Ba Ria - Vung Tau College of Technology and Technology; Thu Duc College of Technology; Ho Chi Minh City College of Architecture and Construction; Semi-public College of Technology and Business Administration.
