The leader's determination is the deciding factor.
Since the Law on Supervisory Activities of the National Assembly and People's Councils took effect on July 1, 2013, the activities of supervising the settlement of voters' petitions, complaints and denunciations, and supervision have had many important changes.
The National Assembly's discussion in the hall about the report on the results of monitoring the settlement of voters' petitions sent to the National Assembly demonstrates the spirit of innovation in the National Assembly's work on people's petitions.
According to delegate Trang A Duong - National Assembly Delegation (NAD) of Ha Giang province, this is a concrete demonstration of the spirit of innovation and responsibility of the National Assembly, demonstrating respect for voters' opinions and recommendations, and paying attention to the results of resolution, contributing to effectively resolving voters' recommendations.
Delegates recommended to monitor the responses to voters' petitions to the end, not only monitoring the quantity of responses but also closely monitoring the quality of responses, the response time of ministries and branches to see if they have met the requirements of voters and people, ensured compliance with legal procedures or not, especially following through on the promises of ministers and heads of branches to promptly provide information to voters.
The delegates also requested the Government to continue to focus on directing existing problems, promptly and thoroughly overcome them, and have breakthrough solutions, especially those related to many ministries and branches; ministries and branches should innovate the way they respond to voters' petitions to ensure that they correctly respond to the people's thoughts and aspirations, and clarify the responsibilities of ministries and branches.
At the same time, it is recommended that the Government have solutions for agencies and units that are slow to respond to voters' petitions so that the National Assembly delegation has a basis for supervision as reported by voters.
Delegate Nguyen Huu Thong - National Assembly Delegation of Binh Thuan province stated that the National Assembly's decision to spend a certain amount of time to officially discuss this content in the parliament is very correct and in line with the people's wishes.
This further affirms that the National Assembly is constantly innovating and improving the effectiveness and efficiency of its supervisory activities. Each opinion and recommendation of voters is thoroughly considered and resolved; at the same time, it enhances the accountability of functional agencies.
According to delegate Nguyen Huu Thong, whether the recommendations of the people and businesses are implemented well or not depends on the determination of all levels, sectors, and leaders.
The delegate cited that Binh Thuan voters were very happy when the Party, National Assembly, and Government invested in the construction and now officially put into operation the Phan Thiet - Dau Giay and Phan Thiet - Vinh Hao expressways, contributing greatly to the socio-economic development of the locality.
During the process of construction, completion and putting into operation, there were some shortcomings that voters reflected such as residential access roads and roads damaged due to the transportation of highway construction materials.
The above recommendations have been compiled by the Provincial Delegation of National Assembly Deputies and sent to the Ministry of Transport for consideration and resolution. With great responsibility, up to now, the above recommendations have been basically considered and resolved.
Each National Assembly delegate also needs to renew himself.
Closely following the National Assembly sessions, Associate Professor, Dr. Bui Thi An - President of the Hanoi Women Intellectuals Association, a voter in Tay Ho district, said that in recent times, the activities of the National Assembly have been comprehensively innovated, from the way of convening sessions, making important decisions in special contexts, to innovating questioning activities... The strong changes have contributed to further improving the quality of activities of the National Assembly and its agencies.
In particular, the National Assembly's continued discussion in the hall about the results of supervising the settlement of voters' petitions at the 7th Session and continued to discuss this content at the 8th Session is a highlight that clearly demonstrates the spirit of innovation in the National Assembly's work on people's petitions.
"From a voter's perspective, I see that voters and people feel excited and more respected when their opinions are answered and resolved.
The discussion session was broadcast live for voters and people to follow, helping people monitor the handling of voters' petitions by competent authorities. That is very important.
In addition, voters can also check and monitor the activities of National Assembly deputies, the people they have trusted to elect and authorized to represent them on the National Assembly forum," Associate Professor, Dr. Bui Thi An shared.
Emphasizing that publicity and transparency are extremely important factors to ensure people's consensus and bring success to important matters, Associate Professor, Dr. Bui Thi An affirmed that the National Assembly's public discussion of the results of supervising the settlement of voters' petitions has helped voters and people feel more confident when sending their petitions.
According to Associate Professor, Dr. Bui Thi An, the report on the results of resolving voters' petitions must reflect voters' opinions in all regions of the country, including pressing issues.
There are issues that are individual (even with only one opinion) but are very important, because they directly affect the lives and well-being of the people or the security and order of an area. And so, publicly discussing the results of resolving voters' petitions at the meeting will contribute to thoroughly resolving them, without missing any voters' petitions.
Lieutenant General Nguyen Quoc Thuoc, former Commander of Military Region 4, National Assembly member of the 8th, 9th and 10th terms, said he was impressed and welcomed the recent innovation efforts of the National Assembly.
Lieutenant General Nguyen Quoc Thuoc also said that when the National Assembly is determined to innovate its activities, each National Assembly member also needs to innovate himself. Especially in supervising the results of handling voters' petitions by competent agencies. Representatives need to maximize their role, truly speak for the people, and represent their aspirations and will.
According to him, when the National Assembly has created mechanisms and favorable conditions to promote the role of delegates, delegates must also have new momentum and motivation.
A National Assembly deputy must be someone who dares to strongly support what is right, while also resolutely fighting against what is wrong and inappropriate to protect the legitimate interests of voters and people who have trusted and voted for him.
And to protect the legitimate interests of voters and the people, each delegate must always be proactive in caring for and understanding the lives of voters, promptly grasping their thoughts, aspirations, concerns, recommendations and proposals, thereby bringing the voices of voters to the National Assembly forum, seeking answers to voters' recommendations.
