Bringing the voice of voters to the National Assembly forum
At the 8th Session, the National Assembly Standing Committee reported to the National Assembly on the results of supervising the settlement and response to voters' petitions sent to the 7th Session.
With more than 90% of voters' petitions resolved and answered, it has contributed to removing many difficulties and obstacles, promoting socio-economic development, stabilizing social order and safety, and creating trust for voters and people nationwide.
National Assembly deputies assessed the discussion on supervising the settlement of voters' petitions as a strong innovation to help the National Assembly become more closely connected with voters.
Discussions at the hall help voters and people's opinions and recommendations to be brought directly to the National Assembly forum for discussion by National Assembly deputies, thereby contributing to promoting competent authorities to respond and resolve thoroughly.
Supporting positive changes in the activities of the National Assembly in recent times, National Assembly Deputy Nguyen Thanh Hai - Head of the Delegation Affairs Committee said that previously, reports on the results of monitoring the settlement of voters' petitions were often reported before the question-and-answer session, so that National Assembly deputies could use it as a basis for questioning the heads of sectors.
But since the 5th Session, dedicating a National Assembly session to discuss this report has been extremely effective. This has great political significance for voters and people, demonstrating that voters' recommendations have been collected and resolved.
"The small voice of voters from a remote hamlet, village, commune, was brought to Dien Hong Hall for discussion and each sector leader had answers for the people.
Since then, the quality of voter contact has also been improved, and voters have more confidence in sending their voices to the National Assembly," said delegate Nguyen Thanh Hai.
To contribute to effectively resolving voters' petitions, delegate Ly Van Huan - National Assembly Delegation of Thai Nguyen province suggested that it is necessary to clarify through supervision which areas have had positive changes, which agencies have made clear progress in resolving voters' petitions, especially to monitor the results of resolving and responding to voters' petitions effectively and efficiently.
The People's Petition Committee continues to pay attention to and urge the settlement and response of voters' petitions to central ministries and branches, especially voters' petitions that have been received and implemented but not yet completely resolved.
When developing the plan, the People's Petition Committee needs to pay attention to monitoring the content of responses to recommendations for cases that are slow, have many pressing issues, are outstanding, and have been answered many times by voters but have not had any positive changes.
Respond on time, do not let voters wait
According to delegate Nguyen Quang Huan - National Assembly Delegation of Binh Duong province, he himself recognized the great effort in resolving voters' petitions and recommendations. Based on the number of agencies, including legislative agencies such as the National Assembly or government agencies such as ministries, branches, and judicial agencies, it can be said that this is a great progress and can satisfy voters, making voters feel secure and confident that their petitions will be increasingly paid more attention and answered.
However, delegate Nguyen Quang Huan said that the quality of responses to voters’ opinions and recommendations is an issue that needs to be discussed and considered more carefully. Accordingly, the issues raised by voters need to be studied, considered and handled thoroughly, and the petitions sent by voters to the authorities should not be prolonged.
To solve the above problem, delegate Nguyen Quang Huan said that the Petition Committee or the National Assembly Standing Committee can issue regulations in addition to the provisions in the law to coordinate between the parties in speeding up responses to voters' opinions and recommendations.
This also contributes to promptly answering questions from National Assembly deputies, requesting competent agencies, government agencies, ministries and branches to promptly respond so that voters do not have to wait wearily.
Efforts to innovate in supervision, people's petition work, responding to and resolving voters' petitions have brought about clear results.
According to Head of the National Assembly Standing Committee's Petition Committee Duong Thanh Binh, voters highly appreciate that in recent times, the National Assembly's activities have undergone many innovations, and leadership, direction and operation activities have been conducted closely, ensuring compliance with legal regulations.
The quality and efficiency of the National Assembly's operations have been improved, affirming that the National Assembly is increasingly closely connected to the people.
In addition to the achieved results, the Head of the Petition Committee also pointed out some limitations such as the collection and synthesis of voters' petitions sent to the National Assembly through regular voter meetings before and after the 7th Session of some National Assembly Delegations did not ensure the deadline as prescribed by law; petitions under the jurisdiction of localities were still collected and proposed to central agencies for resolution.
Monitoring shows that from 2022 to present, voters in many localities have continuously petitioned the Ministry of Labor, War Invalids and Social Affairs to issue specific instructions on identifying "low-income workers".
Voters in many localities have complained about the lack of vaccines in the expanded immunization program at public health facilities, resulting in many children not being vaccinated on schedule or not getting enough doses, putting them at high risk of infection.
Head of the People's Petition Committee Duong Thanh Binh also requested that National Assembly agencies continue to further enhance the quality of supervision over the promulgation of legal documents.
Delegations of National Assembly deputies continue to improve the quality of synthesizing and classifying voters' petitions; ensure timely submission of reports synthesizing voters' petitions in accordance with regulations.
At the same time, it is recommended that the Government, ministries and branches at the central level focus on resolving the shortcomings and limitations as stated in the report; continue to pay more attention to resolving and responding to voters' petitions.
