The spirit of innovation in the National Assembly's public petition work
Promoting the experiences and achievements of the XV session's people's petition work, the work of supervising the settlement of voters' complaints, denunciations and recommendations has made strong progress, been increasingly strengthened and become a regular activity.
Delegate Thach Phuoc Binh (Tra Vinh delegation) stated that voters highly appreciated the National Assembly, National Assembly agencies, the Government and central ministries and branches for considering and resolving nearly 100% of voters' petitions.
This shows that the Government and central ministries have focused on resolving voters' recommendations, demonstrating a spirit of openness, positivity, and proactiveness in overcoming limitations and proposing measures to improve the quality of management and administration.
Researching, receiving and resolving voters' recommendations has contributed to removing difficulties and obstacles, promoting socio-economic development, stabilizing social order and security, improving people's lives, and creating trust for voters and people nationwide.
Delegate Thach Phuoc Binh proposed that the National Assembly and the National Assembly Standing Committee continue to improve the method of supervising the settlement of voters' petitions.
At the same time, it is proposed to supplement regulations on the form of the National Assembly, the National Assembly Standing Committee, the National Assembly Delegation (NAD), and the NA Deputies supervising the settlement of voters' petitions through the form of voters' feedback on the results of that settlement, that is, specific regulations on collecting voters' opinions on whether the issues they petition are handled promptly, fully, and in accordance with legal regulations by competent authorities.
It is necessary to supplement regulations on post-supervision of the settlement of voters' petitions to promptly request competent authorities to handle newly arising issues.
Delegate Tran Thi Thanh Huong - National Assembly Delegation of An Giang province said that recently, voters have welcomed the strong and comprehensive innovation of the National Assembly's activities, which have become increasingly democratic, public and transparent, and most of voters' opinions have been recorded, received, resolved and responded to.
The discussion on the results of monitoring, resolving and responding to voters' petitions at this meeting is also an innovation that helps the National Assembly become more closely connected with the people.
The delegate said that the National Assembly continues to have many important innovations, demonstrating great respect for the voices and recommendations of voters and people as well as the National Assembly's supervisory role.
Acknowledging that the reception, study and resolution of voters' recommendations have contributed to removing difficulties and obstacles, promoting socio-economic development, stabilizing social order and security, improving people's lives, and creating trust for voters and people nationwide.
Provide a roadmap for resolution, not generalizations
According to delegate Nguyen Tien Nam - National Assembly Delegation of Quang Binh province, receiving, studying and resolving voters' recommendations has contributed to removing difficulties and obstacles, promoting socio-economic development, stabilizing social order and safety, improving people's lives, and creating trust for voters and people nationwide.
Delegate Nguyen Tien Nam also pointed out that, for specific recommendations, the responses from some ministries and branches are often general, citing this law or that without providing specific guidance on the solution. This makes voters feel unsatisfied.
When receiving the response documents, some of the responses were not instructive or resolving, which was what voters were expecting. Some agencies, departments and branches responded without focusing on the main points.
Some agencies, ministries and sectors are still slow and have not promptly considered and responded to voters' petitions. This makes the review and urging process of the National Assembly delegations and the People's Petition Committee take a lot of time and effort.
In order to effectively handle voters' petitions, delegate Nguyen Tien Nam suggested that for specific issues, cases of handling policies for people with meritorious services or petitions to remove obstacles in processes and procedures that localities are stuck with, responses should include guidance, careful review of case files, and detailed responses so that relevant departments and branches can apply and solve the problem at its root.
Because this is a petition resolution process, not just responding to petitions for unresolved macro-level petitions.
In the immediate future, the delegate of Quang Binh province suggested that it is necessary to provide a roadmap for resolution, not to respond by citing current regulations as having shortcomings.
According to National Assembly Delegate Nguyen Thi Viet Nga (Hai Duong Delegation), there is still a situation where many ministries and branches respond to voters' petitions without ensuring quality, responding in a general or too technical, formal manner and often only providing information, voters are not "convinced".
Delegates suggested that ministries and sectors should pay more attention and invest more in responding to voters' petitions. In particular, petitions on specific issues need to have specific solutions that are close to reality.
In addition to responding to voters on schedule, delegates requested that ministries and branches respond clearly and accurately to the content and recommendations of voters, and respond to the main points of the recommendations, thereby reducing the number of times voters send petitions.
Emphasizing that reports on the results of monitoring the settlement and response to voters' petitions sent to the National Assembly sessions always receive great attention from National Assembly deputies and voters, the National Assembly deputies suggested that leaders of ministries and branches need to pay more attention to this work, create a focal point to receive, urge and be responsible for reporting to ministry leaders on the response and settlement of voters' petitions.
Regarding this situation, Head of the Petition Committee Duong Thanh Binh emphasized that responding to voters' petitions is the responsibility of ministries and branches, and the Petition Committee and the National Assembly cannot do it for them.
Affirming that the report on the settlement and response to voters' petitions sent to the session is an important report that is of interest to many voters, the Head of the Petition Committee requested ministries and branches to increase their responsibility to closely monitor, promptly and gradually improve the quality of responding to and resolving voters' petitions.
