On the morning of April 2nd, the National Assembly Standing Committee gave opinions on the report on the results of the implementation of the 2025 Supervisory Program and the first months of 2026, and the expected 2027 supervisory program of the National Assembly and the National Assembly Standing Committee.
Presenting the report, Member of the Party Central Committee, Standing Deputy Chairman of the Committee for Petitions and Supervision Le Thi Nga said that thematic supervision activities continue to affirm their important role with many encouraging practical results and flexible adjustments to the actual situation.
The National Assembly Standing Committee has proposed to submit to the National Assembly a decision not to organize thematic supervision in 2026.
For 2027, the Committee for Petitions and Supervision proposes that the National Assembly Standing Committee report to the National Assembly for consideration and decision on supreme supervision on the topic: "The implementation of policies and laws on administrative procedure reform in state management in the period 2021 - 2026".
The National Assembly Standing Committee supervises the topic: "The implementation of policies and laws on food safety (ATTP) in the period 2021 - 2026".
Assign the Committee for Delegate Affairs to organize thematic supervision: "Activities of People's Councils of provinces and centrally-run cities from the beginning of the 2026-2031 term to the end of June 2027" to report to the National Assembly Standing Committee.
Expressing his opinion afterwards, Politburo Member, National Assembly Chairman Tran Thanh Man said that the report needs to identify and evaluate the achieved results, as well as limitations and inadequacies.
According to the National Assembly Chairman, the document needs to be "comprehensive, clear in focus and key points" according to Conclusion 266 of the Politburo. In which, clarifying supervision must be "in the right role, in the right lesson", in the right role of the National Assembly.
Regarding the shortcomings and causes, National Assembly Chairman Tran Thanh Man said that the report has pointed out that the sending of documents providing information by functional agencies is often delayed compared to regulations.
Due to changes in the thinking of the law-making process, the volume of documents guiding the implementation of resolutions passed by the National Assembly will be very large. Therefore, this is the content that the National Assembly agencies need to pay attention to and focus on supervising in the coming time.
The National Assembly Chairwoman said that we monitor what the National Assembly has done, what localities and ministries have done, and what the National Assembly continues to amend and supplement.
Emphasizing that whether the country can achieve double-digit growth depends heavily on the implementation of Resolution 57, the National Assembly Chairman assigned the Committee for Science, Technology and Environment to preside over the implementation.
Another content related to supervising food hygiene and safety issues. According to the plan, in 2027, the National Assembly Standing Committee will supervise a thematic topic on the implementation of policies and laws on food safety in the period 2021-2026.
However, the National Assembly Chairwoman requested immediate supervision of this content in 2026 after the case of 300 tons of diseased pork being brought to markets and schools, which has many hot issues.
The National Assembly Chairwoman also proposed to supervise immediately in 2026 on the content of administrative procedure reform.
Regarding the issue of food safety supervision, Member of the Party Central Committee, Chairman of the National Assembly's Committee for Science, Technology and Environment Nguyen Thanh Hai said that the revised Law on Food Safety is expected to be submitted to the 16th National Assembly at the 2nd Session.
According to Ms. Nguyen Thanh Hai, the Committee for Science, Technology and Environment is assigned to preside over the appraisal of this draft law, so there is a program and plan to supervise the implementation of the law, summarize the law appraisal, as well as organize expert opinion gatherings.
Chairman Nguyen Thanh Hai proposed assigning supervision to accompany the draft law's appraisal. At the same time, supervision in 2026 is appropriate.
