Concluding the meeting, National Assembly Chairman Tran Thanh Man stated clearly that the double-digit growth target is a political order, a people's expectation.
In that context, legislative work must have a strong change, shifting from the mindset of "manage to where regulate to there" to the mindset of creating development, controlling risks and promoting innovation.
Agencies proactively coordinate in appraising draft laws, resolutions, and ordinances submitted to the 2nd Session; prepare for the thematic session on law-making if practical requirements require.
Request to accelerate the progress of the general review of the system of legal normative documents, report on progress periodically every 2 weeks, promptly detect and propose handling of overlapping, contradictory, and no longer appropriate regulations.
At the same time, prepare carefully for the 3rd session of the National Assembly Standing Committee, in which pay attention to contents on finance, budget, and resolutions on the People's Court system.
The National Assembly Chairwoman said that supervision must be more substantive, more effective and pursue the implementation results to the end, ensuring that all supervision recommendations and voter recommendations are considered and resolved promptly.
It is necessary to urgently prepare a Plan and thematic supervision outline on the implementation of policies and laws in the management and use of working headquarters after arranging the organizational structure and administrative units.
Carefully prepare the National Assembly's Forum on supervision activities for the 2nd time in 2026; develop a Project to organize a National Conference on people's aspirations and supervision.
Completing the Resolution guiding the implementation of the Law on Supervisory Activities of the National Assembly and People's Councils in coordinating supervision of the implementation of international treaties and agreements.
Improve the organizational structure, improve the quality of the staff and reduce processes and procedures, shorten work processing time. Accordingly, review, amend, and supplement regulations and rules that are no longer appropriate; reduce processes and procedures, shorten processing time, improve quality and efficiency, and work.
Promote digital transformation, science and technology and the application of artificial intelligence. Digital transformation must create substantive changes in the working methods of the National Assembly.
All processes must be gradually operated on a digital platform; all policies must be supported by reliable, timely and accurate data. AI must become an effective support tool in the entire legislative, supervisory, and decision-making process of the country's important issues.
Assessing that the workload from now until the end of the year is still very large and the requirements are increasingly high, the National Assembly Chairwoman stated clearly, "the most important thing at this time is to turn determination into action, turn programs into results, turn assigned tasks into specific products, measurable and bring real value to people, businesses and national development".
National Assembly Chairman Tran Thanh Man said "what is clear should be done immediately; what is still stuck should be reported immediately; what is slow must state the causes and responsibilities. Do not allow the situation of circular documents, formal coordination, and many opinions requested but no plan was finalized".
The National Assembly Chairman requested that all tasks must have output products. Not evaluating by the number of meetings, but evaluating by the quality of documents, quality of advice, quality of appraisal, quality of supervision and actual effectiveness.
