Reduce ineffective construction of sports and cultural facilities

Vice Chairman of the National Assembly Nguyen Khac Dinh said that construction of ineffective sports and cultural facilities should be reduced.

On October 8, the National Assembly Standing Committee gave its opinion on the investment policy of the National Target Program on Cultural Development for the 2025-2035 period.

The Government's submission stated that the total resources mobilized to implement the Program for the 2025-2030 period is expected to be 122,250 billion VND.

Of which, the central budget for direct support is allocated at least 77,000 billion VND; the local budget is about 30,250 billion VND and other legally mobilized capital is about 15,000 billion VND.

The Government estimates that the total resources mobilized to implement the Program for the 2031-2035 period will be VND134,000 billion. The implementation period will be 11 years, divided into phases.

Accordingly, in 2025, activities will be carried out to build policy mechanisms, a system of guiding documents to implement the program's tasks, and to train and improve the capacity of management staff...

In the 2026 - 2030 period, focus on solving the limitations and challenges arising in the past; deploy the goals and tasks set for 2030.

By the 2031 - 2035 period, continue to build and develop an advanced Vietnamese culture imbued with national identity so that culture becomes an endogenous strength and driving force for national development and defense.

Chairman of the National Assembly's Committee on Culture and Education Nguyen Dac Vinh said that after examination, the Committee agreed with the necessity of issuing a Resolution of the National Assembly approving the investment policy of the Program.

The dossier has basically met the requirements according to the provisions of law, qualified to be submitted to the National Assembly at the 8th session.

However, Mr. Nguyen Dac Vinh further analyzed that currently, digital transformation has not taken place evenly among types of cultural fields and localities, suggesting considering the suitability between the current situation and the set goals, clarifying the content of digital transformation.

Regarding this content, the Finance - Budget Committee of the National Assembly believes that the total investment of the program is very large, therefore, it is necessary to carefully evaluate the scale and mobilization capacity, ensure feasibility, and suitability with the response capacity of national resources, and effectively use the budget.

In addition, the Cultural Committee also requested the Government to clearly identify the capital source to implement the 2025 Program in the medium-term investment capital allocation plan for the 2021-2025 period to have a basis for implementation.

Speaking at the meeting, Vice Chairman of the National Assembly Nguyen Khac Dinh suggested focusing on development in sectors that do not require much state budget.

According to the Vice Chairman of the National Assembly, it is necessary to invest in cultural industry, using culture to nurture culture, and the state budget does not have much.

In addition, Mr. Nguyen Khac Dinh also suggested reducing construction, because the amount of money spent on construction is not known. "If the construction is not effective, then it should not be built. Museums and relics need to be restored, but building more, building grandly and then leaving it empty," the Vice Chairman of the National Assembly noted to avoid waste.

Explaining and accepting afterwards, Deputy Minister of Culture, Sports and Tourism Trinh Thi Thuy committed to implementing "focused and key" investment programs rather than investing in a scattered and wasteful manner.
