At the press conference chaired by the Ministry of Agriculture and Environment, Mr. Ho Kien Trung - Deputy Director of the Department of Environment (Ministry of Agriculture and Environment) said that controlling emissions for cars and motorbikes is a correct policy of the Party and State. Many countries in the world have also applied vehicle emission inspection.
According to Mr. Trung, the Department of Environment is currently consulting the Ministry of Agriculture and Environment before sending it to the Ministry of Justice for appraisal to submit to the Prime Minister for promulgation a roadmap for emission control.
"Regarding the roadmap, Hanoi and Ho Chi Minh City will implement emission control from July 1, 2027, centrally-run cities from July 1, 2028, and nationwide from July 1, 2030" - Mr. Trung said.
According to the Deputy Director of the Department of Environment, in Hanoi and Ho Chi Minh City, the number of motorbikes is very large, Hanoi has 5.6 million vehicles, and Ho Chi Minh City has 8.5 million vehicles. Meanwhile, currently, there are only 282 inspection centers nationwide, of which Hanoi has 31 and Ho Chi Minh City has 39 centers. In the coming time, it is necessary to upgrade and add an inspection center to meet the requirements.
According to Mr. Ho Kien Trung, it will aim to build an inspection center through agents, maintenance facilities and build an inspection center in the direction of socialization to ensure the implementation roadmap in the coming time.
"Previously, according to the Ministry of Construction, there will be a roll for motorbikes from 2008 and earlier, after 2-3 years, there will be motorbike generations from 2009-2015 and then the next year will be 2017-2023, after 2023 to present.
If it takes 7-10 years to make a flyer, it will take a long time, and the policy will not be consistent. Therefore, the Ministry of Agriculture and Environment has worked with the inspection sector to find solutions to work at the same time, follow the roadmap to control emissions, and solve air pollution in large cities," said Mr. Trung.
Commenting on the roadmap for motorbike emission inspection, many units proposed that the state have a policy to support the exchange of new motorbikes.
Da Nang City proposes to supplement regulations on policies to support people with vehicles that do not meet emission standards. Typically: policies to recall old vehicles and change new vehicles; low interest rate lending incentives to buy electric vehicles and environmentally friendly vehicles; developing national communication plans and programs in parallel to raise public awareness of air pollution and the role of emission control.
