Complete the restructuring of government agencies in February
The conference to review the work of 2024 and deploy tasks for 2025 of the Government and local authorities took place on January 8 in Hanoi.
At the conference, Permanent Deputy Prime Minister Nguyen Hoa Binh presented a report on directions, key tasks, and breakthroughs in implementing the 2024 Socio-Economic Plan.
The First Deputy Prime Minister emphasized that the socio-economic situation of our country continues to recover very positively, each month is higher than the previous month, and 2024 will achieve many outstanding results in all fields and be better than 2023.
According to the First Deputy Prime Minister, 2025 is of great significance and will be the year of many important events for the country. The tasks set are extremely heavy.
We must "accelerate and break through" to achieve the socio-economic development goals of 2025 and the entire 2021-2025 term, creating a premise to implement the socio-economic development plan for the 2026-2030 period.
The theme of 2025 is "Discipline and responsibility; proactive and timely; streamlined and efficient; accelerated breakthrough".
The main targets set are: striving for a growth rate higher than 8%; the consumer price index (CPI) increases by an average of about 4.5%...
From the above goals and targets, the First Deputy Prime Minister proposed key and breakthrough tasks and solutions for 2025.
Accordingly, perfecting institutions is the "breakthrough of breakthroughs"; streamlining the apparatus, improving effectiveness and efficiency; successfully organizing Party Congresses at all levels, towards the 14th National Congress of the Party.
Focus on organizing the apparatus "Refined - Lean - Strong - Effective - Efficient - Effective" associated with decentralization, delegation of authority, promoting initiative, self-reliance and self-reliance of all levels; eliminating the "ask - give" mechanism.
Complete the restructuring of government agencies by February 2025. Effectively implement mechanisms, policies and regimes in restructuring the apparatus, while attracting and promoting talents; build and protect a team of cadres and civil servants with expertise, good moral qualities, high sense of responsibility, daring to think and act for the common good.
Strictly implement Directive No. 35-CT/TW of the Politburo, successfully organize Party Congresses at all levels of Party organizations in the Government Party Committee. Actively and creatively participate in preparing documents for the 14th National Party Congress. Prepare and introduce quality personnel to the Central Executive Committee and Party Committees at all levels.
Building international financial centers in Ho Chi Minh City and Da Nang City, free trade zones in some key economic localities.
Inspect and strictly handle violations that cause great waste to set an example.
The Permanent Deputy Prime Minister also mentioned the task of promoting Party building, preventing and combating corruption, negativity and waste.
Focus on reviewing and thoroughly removing difficulties and obstacles of projects, especially renewable energy projects that have been invested, BOT projects, real estate projects... that are backlogged and prolonged. Closely monitor the implementation of projects to avoid corruption, loss and waste.
Organize the synchronous implementation of solutions to prevent and combat corruption, negativity, and waste; effectively deploy the activities of the Steering Committee on preventing and combating waste headed by the Prime Minister. Amend the Law on practicing thrift and combating waste.
Inspect and strictly handle violations that cause major waste to set an example. Strictly implement inspection and examination conclusions; promptly resolve denunciations and recommendations on corruption, negativity, and waste.
Build and effectively implement 3 projects:
First, the project to prevent subsidence, landslides, flooding, drought and saltwater intrusion in the Mekong Delta.
Second, the project to prevent landslides, flash floods and landslides in the Central and Northern mountainous regions.
Third, the project to overcome air pollution in urban areas.
