The Steering Committee for the arrangement of administrative units at all levels and the construction of local government at 2 levels (Steering Committee) has just sent an official dispatch to the Provincial Party Committees, City Party Committees, People's Committees of provinces and centrally run cities on the implementation of allowances for cadres, civil servants, public employees and workers after the arrangement of administrative units and local government organizations at 2 levels, according to the Government Electronic Information Portal on August 12.
To unify the implementation organization, the Steering Committee has added instructions on the implementation of the allowance regime and the salary increase regime.
Accordingly, according to current regulations, current salary allowance regimes include: leadership position allowance; seniority allowance beyond the framework; concurrent allowance; regional allowance; special allowance; attraction allowance; mobile allowance; toxic and dangerous allowance; work responsibility allowance; national defense and security service allowance; seniority allowance; occupational responsibility allowance; preferential allowance according to the profession; special allowance applied to the armed forces; long-term service allowance in areas with particularly difficult socio-economic conditions; public service allowance; allowance for party and political-social organizations; allowance for responsibility for internal political protection work; allowance for concurrent positions at the commune level.
The allowance regime is maintained (permanent or continued) for cadres, civil servants, public employees, and workers receiving salaries from the state budget affected by the arrangement of administrative units who are still cadres, civil servants, public employees, and workers at agencies and organizations in the political system.
Thus, before being arranged, cadres, civil servants, public employees, and workers who are receiving any allowance from the above salary allowances will continue to receive that allowance after the arrangement.
In case cadres, civil servants, public employees, and workers have less than 6 months remaining working time from the date of the decision on arrangement (due to retirement at the right age, early retirement, severance pay, etc.), they will continue to receive allowances until the remaining working time is over.
For example, before the arrangement, civil servant A of the district-level Inspectorate who is receiving a responsibility allowance according to the inspection profession at the rate of 25% of the current salary plus the leadership position allowance and seniority allowance beyond the framework (if any), after the arrangement, being assigned to take on the job position of commune-level civil servant will be entitled to the same responsibility allowance according to the Inspection profession at the rate of 25% for 6 months.
In addition to maintaining the current allowances above, cadres, civil servants, public employees and workers will continue to receive the salary increase regime according to the provisions of current law.
