The Government Office has issued Document No. 100/TB-VPCP announcing the conclusion of Deputy Prime Minister Nguyen Chi Dung at the on-site inspection and meeting on reviewing and removing difficulties and obstacles of 5 component projects of the North-South expressway construction project in the East phase 2021-2025 sections: Bai Vot - Ham Nghi, Ham Nghi - Vung Ang, Vung Ang - Bung, Bung - Van Ninh, Van Ninh - Cam Lo.
Accordingly, most projects with completed volume have reached over 75% and all set a goal of striving to complete the main expressway before April 30, 2025, completing all 5 projects before June 30, 2025.
The main difficulty and obstacle at present is site clearance for the Van Ninh - Cam Lo Expressway Component Road Project in Quang Tri province.
Quang Tri province has committed to completing site clearance by the end of 2024 and then early 2025; but to date, some locations have not yet handed over the site, affecting the progress of the entire project. The Deputy Prime Minister suggested that Quang Tri province seriously learn from experience in this work.
To ensure the completion of the entire North-South expressway in the East and the whole country has 3,000 km of expressway in 2025, for 5 expressway component projects, the Deputy Prime Minister requested:
The Ministry of Construction focuses on directing investors, contractors and relevant agencies and units not to be negligent or subjective, continue to proactively and actively implement further efforts, determined to complete the opening of the main expressway of all 5 projects before April 30, 2025.
Complete all 5 projects before June 30, 2025; complete rest stops and intelligent traffic management systems (ITS), toll collection systems (ETC), vehicle weight inspection (KTTTX) in 2025; at the same time, ensure the quality of the project, ensure supervision and construction in accordance with procedures and regulations.
Regarding the site clearance of the Van Ninh - Cam Lo Expressway Component Project in Quang Tri province, the Deputy Prime Minister requested the Provincial Party Secretary to focus on directing and mobilizing the entire political system of Quang Tri province to urgently participate, promote mobilization, persuasion, propaganda, create support, consensus and unity of the people.
Ensuring the handover of the site as soon as possible, requiring the whole site to be handed over to the contractor by the end of March 2025 at the latest so as not to affect the progress of the Van Ninh - Cam Lo expressway component project.
The Deputy Prime Minister assigned the Ministry of Agriculture and Environment to study and review the provisions of the Land Law and relevant decrees to guide the assessment of the direct impact on the lives and health of people due to the construction of component projects in the area according to the proposal of the People's Committee of Quang Binh province so that investors can implement it synchronously and consistently.
