Secretary of the City Party Committee Nguyen Duy Ngoc said that based on the Politburo's resolution on the development of Hanoi Capital, the Resolution of the 18th City Party Congress and the directions of General Secretary To Lam in 5 meetings on working and attending, directing the City Party Congress recently and the directions of the Standing Government, in the face of new requirements from the strategic resolutions of the Central Government, Hanoi has fully absorbed and requested the Politburo's policy and at today's conference, requested the directions of the General Secretary and key leaders to implement fundamental tasks, including 2 contents:
First, report on the main contents of building the master plan of the Capital with a 100-year vision, the Resolution replacing Resolution No. 15-NQ/TW dated May 5, 2022 of the Politburo and amending the Capital Law in 2024.
Second, the report on the Socio-Economic Development Model takes science, technology, innovation, and digital transformation as the main driving force associated with solutions to promote double-digit growth.
In the process of preparing and implementing the above tasks, the city has been approved by the Politburo, the Central Government, and the National Assembly has issued Resolution 258/2025/QH15 on piloting a number of specific mechanisms and policies to implement large and important projects in the Capital, as a timely mechanism to remove major and urgent problems, solve existing bottlenecks to create a "boost" for immediate development, while waiting for fundamental and long-term legal frameworks to be completed.
