The Prime Minister has just issued Official Letter No. 1531/TTg-CN dated November 28, 2025 on reviewing and adjusting the planning of Hanoi City.
The document stated that implementing Conclusion No. 203-KL/TW dated November 4, 2025 of the Politburo on continuing to focus on implementing tasks and solutions to ensure the highest implementation of the growth target for 2025, creating solid momentum for sustainable double-digit growth in the coming period and Conclusion No. 202-KL/TW dated October 31, 2025 of the Politburo, the Secretariat on the situation and results of the operation of the apparatus of the political system and local governments at both levels, the Prime Minister requested:
The Chairman of the Hanoi People's Committee urgently organizes the review, evaluation, proposal, and request for the policy of adjusting the Hanoi Capital Planning for the period 2021-2030, with a vision to 2050, which was approved by the Prime Minister in Decision No. 1569/QD-TTg dated December 12, 2024 and the Adjustment of the Hanoi Capital Master Plan to 2045, with a vision to 2065 approved by the Prime Minister in Decision No. 1668/QD-TTg dated December 27, 2024.
This is to promptly handle problems, overcome limitations, promote the development of the capital to truly be worthy of being the national political and administrative brain center, a major center for economy, culture, education and training, science, technology and international integration; a smart, modern, bright, green, clean and beautiful city.
Therefore, it is worthy of the thousand-year-old capital; in accordance with the new Resolutions of the Politburo issued from the end of 2024 to present and the Resolution of the City Party Congress for this term.
In particular, special attention should be paid to carefully studying the content of the overall plans in the direction of multi-center, multi-polar...; at the same time, planning a multi-modal urban transport network to ensure synchronous and convenient connection between transport methods, thoroughly handling traffic congestion; carefully study the content of the drainage plan to ensure improving surface drainage capacity, solving urban flooding.
Carefully study the content of the wastewater treatment plan to treat wastewater on the spot, do not discharge untreated wastewater directly into the environment, limit wastewater collection to centralized treatment points
Carefully study the content of the planning for solid waste collection and treatment, especially the arrangement of solid waste collection points in streets and urban areas to ensure environmental hygiene to effectively handle the problem of environmental pollution.
It is recommended to urgently study the initial idea of reviewing and reporting to the Prime Minister before December 10, 2025.
The Prime Minister assigned the Ministers of the Ministries of Construction and Finance to proactively coordinate and guide Hanoi City to urgently review and initial research on adjustment ideas in accordance with the new situation, the new Resolution of the City Party Congress and recent Resolutions of the Politburo, the National Assembly, the Government and Hanoi City to report to the Prime Minister before December 10, 2025.
