The above information was announced by Director of Hanoi Department of Home Affairs Tran Dinh Canh at the National Online Conference summarizing the work in 2024 and deploying tasks in 2025 of the Home Affairs sector held on the morning of December 21.
According to Mr. Tran Dinh Canh, before the arrangement of administrative units at district and commune levels in the period of 2023 - 2025, Hanoi has 30 districts, towns and cities; 590 communes.
According to the plan approved by the National Assembly Standing Committee, Hanoi will rearrange 109 commune-level administrative units to form 56 new commune-level administrative units. The rearrangement has reduced 53 administrative units, affecting 2,653 commune-level officials and part-time workers.
After the reorganization, Hanoi City has a surplus of 831 people and 93 headquarters along with related issues that need to be resolved.
Hanoi has issued a number of special policies early from December 6, 2023 for redundant cadres. To date, 56 new administrative units have been decided by the People's Committee, Party Committee, Vietnam Fatherland Front and socio-political organizations.
"Next week, 20 districts and 53 commune, ward and town party committees and the political system of socio-political organizations will be launched; at the same time, conveners have been appointed for the first session of the People's Council of 56 new administrative units and will conduct elections to complete these organizations to come into operation," Mr. Tran Dinh Canh informed.
Regarding the settlement of headquarters, redundant staff and changes related to documents when converting administrative boundaries, the city has a specific plan.
Regarding the policy of 831 redundant officials, the Hanoi Department of Home Affairs has coordinated with the People's Committees of districts to have specific plans and resolve them synchronously and thoroughly. By the end of 2025, the settlement for these 831 people will be basically completed. At the end of the election of People's Council deputies for the 2026-2031 term, Hanoi will only have 66 people left to arrange.
According to Mr. Canh, with a democratic, scientific and synchronous approach, the work of arranging administrative units in Hanoi received a very high consensus from cadres, party members and people, and during the implementation process, no complaints occurred.
This is an experience and lesson for Hanoi to continue to arrange the city's administrative units in the next phase to achieve more efficiency; at the same time, it is a valuable lesson for the city in implementing the arrangement of the apparatus organization in the next phase according to Resolution 18 of the Central Committee to achieve the highest goals, requirements and efficiency.
According to Resolution No. 15-NQ/TW on "Orientations and tasks for the development of Hanoi Capital to 2030, with a vision to 2045" of the Politburo, Hanoi is allowed to build 3 cities directly under the capital. The Director of the Hanoi Department of Home Affairs assessed that many areas, districts and counties will certainly have to separate administrative boundaries.
In addition, Hanoi is implementing many road projects, major traffic routes, and urban railway projects. This traffic system will also lead to changes in the arrangement of administrative units. Many units have not met the criteria on area and population.
Therefore, Hanoi has proposed and received approval from the Government and the Ministry of Home Affairs to submit to the National Assembly Standing Committee to implement the arrangement of administrative units in the next phase.
