On March 14, at the Government Headquarters, implementing the direction of the Politburo and the Secretariat, Prime Minister Pham Minh Chinh chaired a working session of the Standing Committee of the Government with Hanoi City leaders, continuing to give opinions and contribute ideas on the Master Plan of Hanoi Capital with a 100-year vision.
According to the Government Office, the meeting was attended by Politburo Member, Secretary of the Hanoi Party Committee Nguyen Duy Ngoc.
According to reports and opinions at the working session, previously, Hanoi City built 2 parallel planning systems: Capital Planning (according to the 2017 Planning Law) and Capital General Planning (according to the 2024 Urban and Rural Planning Law).
This causes overlap and lack of synchronization between socio-economic development strategies and space organization; there is no thorough solution to existing bottlenecks such as traffic congestion, flooding, environmental pollution, and no development models or plans have been established, leading to waste of resources.
Concluding the working session, Prime Minister Pham Minh Chinh assessed that the overall plan of the Capital is very important for the development of the Capital, the region and the whole country; showing Vietnamese intelligence, Vietnamese culture, Vietnamese identity, Vietnamese people, Vietnamese society, and Vietnam's development in the new era.
Emphasizing some more contents, the Prime Minister said that the philosophy of planning is to take people as the center, the subject; rich and strong urban areas, civilized, prosperous, unique, modern and 100-year vision, multi-polar, multi-layer, multi-layer, multi-center, multi-direction, multi-dimensional development, digital, bright, green, clean, beautiful, cultural development; harmonizing people, culture, society, nature, "village in the city, city in the village", with preservation, inheritance and development.
Breakthroughs are urban reconstruction, rural modernization, service smartization, and industry must be advanced.
The Prime Minister reminded Hanoi to study and find locations to build a planning exhibition to publicize planning, supervise planning, promote investment and also tourism products.

The Head of Government further emphasized a number of contents such as low-altitude, high-altitude and space economic space development planning; underground space planning, to underground electricity, water, telecommunications, and transportation infrastructure....
Review industries and fields, optimize ground space, especially in the south, Xuan Mai, Ba Vi, Son Tay, Soc Son...; develop airport economy; exploit the West Lake center; develop the capital's ecosystem in association with localities in the region; develop a security and safety capital.
Restoring green rivers, solving environmental problems, traffic congestion, flooding...; restoring, preserving, and promoting Hanoi's culture and identity, the Old Quarter, and historical and cultural relics.
The Prime Minister believes that planning needs to closely combine framework and detail; fully promote the different potentials, outstanding opportunities, and competitive advantages of Hanoi; strictly implement planning, make what is what, and eliminate what is what.
To ensure feasibility and effectiveness, it is necessary to prioritize implementation, especially for things with high spillover effects and great motivation.
The Prime Minister clearly stated that it is necessary to diversify resources, optimize state resources, promote public-private partnerships, build policies to mobilize resources such as BT, BOT, policies for the TOD model, issue bonds, and build funds such as social housing funds.
