On the morning of November 26, speaking at the 28th Session of Hanoi City, Politburo member and Permanent Vice Chairman of the National Assembly Do Van Chien said that the 28th Session of Hanoi City is of special significance when considering many contents, including many resolutions and reports - decisions that will create a solid institutional foundation for the development of the Capital in the new period.
Regarding the results in 2025, in the context of complicated international developments and the implementation of many key domestic political tasks, the Party Committee, government and people of the capital have made efforts and steadfastly achieved the goal of stability and development.
The economy maintained a positive growth momentum with GRDP estimated at 8.5%, exceeding the plan. GRDP per capita reached 176.4 million VND. Budget revenue is estimated at 641.7 trillion VND, equal to 124.9% of the estimate and increasing by nearly 25% over the previous year. FDI attraction reached 4.1 billion USD, up 52%.
Hanoi also effectively implements the organization of a two-level government apparatus according to a new model, cultural values continue to be promoted, urban appearance develops in a modern, smart and sustainable direction. National defense and security are maintained; people's lives are improved; the great national unity bloc is strengthened.
Permanent Vice Chairman of the National Assembly Do Van Chien acknowledged the outstanding role of the city - one of the bright spots of the People's Council system nationwide. Many resolutions were issued promptly, removing difficulties and unblocking points, especially the resolution on implementing the Capital Law. The preparation of the sessions' content has been carefully implemented, coordinating between the People's Council and relevant agencies increasingly closely. The People's Council delegate demonstrated well the role of representing the will and aspirations of voters.
In addition to the achieved results, Permanent Vice Chairman of the National Assembly Do Van Chien pointed out many issues that Hanoi needs to continue to strive to solve: Growth quality and labor productivity are not commensurate with potential; the implementation of specific policies is still slow; infrastructure has not kept up with the development requirements of a special urban area.
Permanent Vice Chairman of the National Assembly Do Van Chien pointed out that land and construction planning and management work is still limited; traffic congestion, flooding, air pollution and pollution of rivers still make people worry. Many projects are behind schedule, causing waste of land and resources.
Sharing the difficulties that have existed for many years, Permanent Vice Chairman of the National Assembly Do Van Chien said that there were long-term errors that made handling very difficult, because "the law only guides doing the right thing, not guiding doing it again when it is wrong". However, it is impossible not to do it because it is difficult. According to him, to solve problems, it is necessary to have an objective, historical view, put the common interest first and " behave honestly with each other" to resolve them all.
According to Permanent Vice Chairman of the National Assembly Do Van Chien, the country and the capital are entering a new stage of development, with intertwined opportunities and challenges.
From the perspective of the National Assembly Standing Committee, Mr. Do Van Chien suggested that Hanoi focus on 5 key groups of tasks, focusing resources on handling long-standing problems, completely resolving major problems that directly affect people's lives: urban management, environment, culture, living space.
Permanent Vice Chairman of the National Assembly Do Van Chien shared about the work pressure of the current political system but considered it "honored at the time the country entered a new era", a proud memory in his working career.
Mr. Do Van Chien expressed his belief that in the new era of national development, the capital must pioneer and lead. Hanoi will overcome difficulties, create new spirit and determination, worthy of the position of a thousand-year-old capital, a heroic city, a city for peace and a creative city.
