According to the report of the Department of Home Affairs at the first meeting of the Hai Phong City People's Committee after completing the merger of administrative units, from June 30 to now, the operation of the new commune-level local government in the city has taken place under the strong and unified direction of the City Party Committee and the City People's Committee.
The necessary conditions for the operation of the commune-level apparatus are basically guaranteed. 100% of localities have been granted new seals of the Party Committee, People's Council, and People's Committee on time; technical infrastructure has been upgraded promptly, including high-speed Internet transmission lines, equipment such as printers and scaners; systems serving professional work such as the Administrative Procedures Information System (One-stop electronic), HPNet document management system operating stably and smoothly.
Representatives of some localities have reflected some problems in the process of operating the new commune-level government model. In particular, many localities have not been granted digital signatures to collectives and individuals, causing difficulties in signing administrative procedure documents. The National Public Service Portal and the Administrative Procedures Information System still have interruptions when logging in... In addition, the declaration system and new forms of some administrative procedures have not been fully updated on the National Public Service Portal. The Ministry of Justice's civil status software changes accounts and passwords, making it impossible for professional civil servants to log in to process civil status records for people. New commune-level units have not been allocated funding to implement activities under the new model...
After listening to the report, Secretary of the City Party Committee Le Tien Chau requested departments, branches and localities to urgently review and promptly resolve the above difficulties and problems. The handling needs to ensure a smooth, effective and efficient operating system right from the first stage of implementation.
In response to the direction of the City Party Secretary, Chairman of the City People's Committee Le Ngoc Chau requested communes, wards and special zones to urgently complete the facilities of working headquarters and public administrative service centers; develop working regulations to ensure proper functions and tasks; select and arrange professional staff with appropriate qualifications to effectively solve work; assign specific leaders in charge of each locality and field.
The Chairman of the City People's Committee also requested relevant departments and branches to organize surveys and advise the City People's Committee to complete the information technology system and transmission lines, ensuring smooth and uninterrupted administrative operations; at the same time, organize training courses to improve the capacity of the staff; promptly propose the development of appropriate financial mechanisms for the commune, ward and special zone levels to ensure stable operations.
