On October 28, news from the Hai Phong City Party Committee Office said that City Party Committee Secretary Le Tien Chau has just signed a Directive on strengthening leadership and direction to accelerate the disbursement of public investment capital in 2025 in the city.
Accordingly, 2025 is the last year to implement the Medium-term Public Investment Plan for the period 2021-2025, a year that has a decisive significance in the implementation results of the entire medium-term period. Right from the beginning of the year, the Party Committee and government of Hai Phong City and Hai Duong Province (before the merger) have focused on leading and directing the implementation of the Medium-term and Annual Public Investment Plan for the period 2021-2025. Although project implementation procedures, project management, and public investment disbursement are significantly affected in the process of organizing and operating the two-level local government model, the city's public investment disbursement progress is always higher than the national average, higher than the same period, and receives close attention and direction to handle bottlenecks.
However, the disbursement volume from now until the end of January 2026 is still very large to complete the target of disbursing 100% of public investment capital. Accelerating the progress of public investment disbursement is of great significance in contributing to promoting the city's economic growth, striving to achieve a growth rate of 12.35% in 2025.
To remove difficulties and obstacles and focus on completing the public investment disbursement target in 2025, the Standing Committee of the City Party Committee requests Party committees, authorities and relevant agencies and units to seriously, urgently and resolutely lead and direct the effective implementation of a number of key tasks:
The City People's Committee's Party Committee directs the disbursement to reach 100% of the capital plan assigned by the city in 2025; Focus on implementing flexible, creative, timely and effective solutions to resolutely promote the allocation and disbursement of public investment capital, especially key projects and works with large capital plans in 2025. Proactively transfer capital from slow-disbursement projects to well-disbursed projects and need to supplement capital according to regulations.
Focus on removing difficulties and obstacles for projects in a timely and effective manner, especially for key public investment projects with a large impact and spread. Accelerate disbursement in conjunction with ensuring the quality of works and projects, preventing negativity, loss and waste.
Strengthen guidance, inspection, supervision, and urging to accelerate the implementation of public investment projects. Strictly handle according to the provisions of law organizations and individuals who intentionally cause difficulties, obstacles, slow down the progress of capital allocation, implementation and disbursement of public investment capital. Timely improve and replace weak and limited cadres and civil servants. Resolutely handle violations, negativity, and corruption in public investment management. Strengthen inspection and control of the capacity of contractors and supervision consultants; have appropriate forms of encouragement and reward for units that perform well.
The Party Secretaries, Chairmen of the People's Committees of communes, wards and special zones clearly identified and further promoted their roles and responsibilities in implementing site clearance for projects in the area, resolutely not allowing the implementation of local authorities at both levels to affect site clearance progress and disbursement of public investment capital, strictly handling officials who do not perform properly or lack responsibility in performing assigned duties and responsibilities; taking full responsibility before the City Party Committee and the City People's Committee for site clearance for projects in the area.
The Inspection Committee of the City Party Committee strengthens inspection, supervision and strictly handles responsibilities for heads, collectives and individuals under its authority who violate regulations on removing difficulties and obstacles, speeding up implementation progress and disbursement of public investment capital.
Assign the City Party Committee's Organizing Committee to advise on the disbursement results as an important basis in the assessment of emulation classification of Departments, branches, localities and units by the end of 2025. Lower the year-end assessment level by 1 in case of failure to complete the tasks under the responsibility of the unit or locality.
