Minister of Justice Nguyen Hai Ninh - Standing member of the Central Steering Committee on perfecting institutions and laws (Steering Committee) - has just signed and issued Notice No. 08-TB/BCDTW, announcing the conclusion of General Secretary To Lam - Head of the Steering Committee at the thematic meeting of the Steering Committee.
According to the announcement, on August 5, 2025, General Secretary To Lam - Head of the Central Steering Committee for perfecting institutions and laws - chaired a thematic meeting of the Steering Committee to review and give opinions on a number of contents.
In particular, regarding the report on the orientation of the legal framework for mobilizing and unblocking financial resources for economic development, the Steering Committee basically agrees with the determination of the goals, viewpoints, and orientations for developing a policy and legal framework on mobilizing and unblocking financial resources for economic development stated in the Report prepared by the Party Committee of the Ministry of Finance.
Propose that the Government Party Committee direct the Party Committee of the Ministry of Finance to continue researching and proposing specific solutions, urgently amending, supplementing, and issuing new relevant legal documents to complete a synchronous, feasible, and practical legal framework in accordance with market rules; at the same time, ensure the State's role in guiding, supervising, and creating to mobilize, allocate, and effectively use all legal resources from economic sectors, creating breakthrough momentum, serving the double-digit economic growth target for the period 2026 - 2030, in which it is noted to include transactions related to digital assets and cryptographic assets for healthy development within the legal framework. This task will be completed in 2025.
Regarding some major orientations on amending and supplementing the 2024 Land Law, the Steering Committee found that there are many different opinions on some major orientations for amending and supplementing the 2024 Land Law.
Propose that the Government Party Committee direct the Party Committee of the Ministry of Agriculture and Environment to coordinate with relevant agencies to continue to complete the Report on some major orientations on amending and supplementing the 2024 Land Law, reporting on issues under the authority of the Politburo (if any) in September 2025.
Note, it is necessary to study, evaluate, and fully identify the current difficulties and problems in the land sector to determine comprehensive, fundamental, and synchronous handling options; in which, the major viewpoints, orientations, and important policies to amend and supplement the 2024 Land Law and related laws (such as laws on tax, housing, investment, real estate business, planning, environmental protection, geology, minerals, etc.) need to be fully, deeply, convincingly, and feasibly defended.
