The need to resolve procedures increases
On August 14, at the question-and-answer session of the 2nd Session (regular session in mid-2025) of the 8th Provincial People's Council, delegate Phan Thi Quyen (Department No. 5) questioned Director of the Department of Agriculture and Environment Tran Quoc Tuan about the situation of receiving and handling administrative procedures in the land sector after the 2-level local government model came into operation.
According to the delegate, feedback from voters shows that the demand for land procedures such as granting Land Use Rights Certificates, transfers, changing land use purposes, etc. is increasing. She suggested clarifying the process of receiving and handling documents, the level of convenience, the number of documents that have been processed and are still pending, the causes of delays as well as solutions to shorten the time.
Director of the Department of Agriculture and Environment of Quang Tri, Tran Quoc Tuan, said that before implementing the two-level local government, each commune, ward and district had a dossier receiving point. After the merger and removal of district level, each commune and ward will only have one receiving point, so it is easy to create a feeling of increased demand, but in reality, the number of applications is still at a normal level.

From July 1 to August 8, 2025, the whole province received 18,151 land records under the authority of the Department, handling 10,155 records, and 7,996 records are being processed, of which 7,484 records are on the deadline, 512 records are overdue.
The reasons for the overdue records include: complex nature, lack of legal documents, land donated with handwritten documents, boundaries that do not match the old map, cadastral information that does not match the current status, the People's Committee of the commune did not confirm enough content, the tax authority was late in notifying financial obligations, the branch of the Land Registration Office in the area was late to issue seals.
According to Decree 151/2025/ND-CP, people can submit their application at any reception point in the province, it is not mandatory to go to the location of the land plot. When under the authority of the People's Committee at the commune level, the entire process was carried out by the commune level, no longer having the approval stage of the Land Registration Office as before, helping to shorten the settlement time by nearly 30%.
Specifically, the issuance of the first certificate will be reduced from 20 to 17 days; land change registration will be reduced from 10 to 7 days; change the name or information will be reduced from 5 to 3 days; register additional assets will be reduced from 10 to 8 days.
However, some communes and wards after the merger still lack professional staff and limited experience, leading to confusion in receiving and processing records, especially records that are backlogged from the old district level.
Training, seconding support staff
To resolve this issue, the Ministry of Agriculture and Environment has organized direct and online training nationwide on decentralization and delegation of authority in the land sector; issued guiding handbooks; the Department of Agriculture and Environment has announced a set of land administrative procedures at the provincial and commune levels, developed electronic processes, instructed localities in writing and by phone, and sent staff to directly support.
Implementing the direction of the Provincial Party Committee Standing Committee, the Department has seconded 48 civil servants and public employees with land expertise to communes and wards for immediate support; at the same time, issued documents guiding the profession, organized conferences, and trained focusing on current problems, clarifying the responsibility and authority of the People's Committees at the commune level in land management.
The Director of the Department of Agriculture and Environment requested that the People's Council delegates and the Standing Committee of the Provincial People's Council continue to supervise and direct the Department to successfully complete its tasks, ensuring the settlement of land administrative procedures is smooth and timely, meeting the needs of people in the new situation.
