Opening of the thematic session
The session was chaired by Ms. Chau Thi My Phuong - Chairwoman of the Provincial People's Council and Vice Chairmen of the Provincial People's Council; attended by Provincial Party Secretary Le Quoc Phong; Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee (PPC) Tran Tri Quang.
Speaking at the opening of the session, Chairwoman of the Provincial People's Council Chau Thi My Phuong emphasized that the 2nd session of the Provincial People's Council took place at the time when the local government apparatus at both levels officially came into operation from July 1 to now has basically stabilized and met the implementation requirements.
This session aims to promptly determine the province's socio-economic development targets, plans and tasks in 2025, perfect the resource allocation mechanism to improve implementation efficiency, and remove difficulties for agencies and units in the process of operating the two-level government.
Ms. Phuong suggested that the delegates of the Provincial People's Council promote their intelligence, enhance their sense of responsibility, focus on research, discuss thoroughly, participate in opinions, ensure that policies and resolutions are passed close to reality, feasible and effective in the process of organizing implementation for the common development of the province.
Some contents will be presented at the session: Working regulations of the People's Council of Dong Thap province, term X, 2021 - 2026; Regulations on working regime, conference payment regime; staffing of cadres and civil servants in provincial-level administrative agencies; regulations on support policies for cadres, civil servants, public employees and workers after the arrangement of administrative units of Dong Thap province;...
In the working session on the morning of July 29, the second session (special session) of the People's Council of Dong Thap province, term X, elected Mr. Pham Van An - Chief Inspector of the province to hold the position of Member of the Provincial People's Committee, term 2021 - 2026.
The Provincial People's Council delegates also divided into 4 groups to discuss the contents of the submissions. Accordingly, the delegates of the Provincial People's Council basically agreed with the content of the submissions.
Delegates expressed their opinions that Resolutions on the development of transport infrastructure and connecting transport routes should be quickly passed to create motivation to promote the development of Dong Thap province; have policies to support officials holding concurrent positions; pay attention to building garbage collection and treatment points and have a reward regime for forces participating in environmental protection; have a planned system of telecommunications networks to ensure environmental landscape.
The delegate said that merging provinces is a favorable condition to focus resources on investing in developing 4.0 technology, contributing to improving the quality of life of people. To achieve the set growth rate and promote development in the coming time, the delegate said that it is necessary to promote investment and focus on transport development, because transport development plays a role in promoting the connection of intra-provincial raw material areas and inter-regional connectivity; there needs to be a reasonable allocation of scientific development funds; focus on creating land funds for businesses that need large raw material areas...
