Opening the program, Mr. Ngo Dong Hai - Member of the Party Central Committee, Deputy Head of the Central Propaganda and Mass Mobilization Commission introduced the Conference.

According to the Conference program, Politburo Member, Secretary of the Party Central Committee, Head of the Central Propaganda and Mass Mobilization Commission Trinh Van Quyet exchanged views on the topic "Some new, core issues and experiences of 40 years of renovation in the Documents of the 14th Party Congress".
Next, Prime Minister Pham Minh Chinh exchanged views on the topic "Programme of action to implement the Resolution of the 14th National Party Congress".
After the morning break, Politburo Member, Secretary of the Party Central Committee, Head of the Central Organization Committee Le Minh Hung exchanged views on the topic "Report summarizing Party building work for the XIII Congress term and summarizing 15 years of implementing the Party Charter (2011 - 2025); directions, tasks, and solutions for Party building and implementing the Party Charter for the XIV Congress term".
Politburo Member, Secretary of the Party Central Committee, Head of the Central Policy and Strategy Committee Nguyen Thanh Nghi exchanged views on the topic "Evaluation of 5 years of implementing the 10-year socio-economic development strategy 2021 - 2030 and socio-economic development plan 2026 - 2030".
Politburo Member, Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front Bui Thi Minh Hoai exchanged views on the topic "Promoting the strength of great national unity in the cause of building, developing the country and protecting the Fatherland in the new era".
The Resolution of the 14th Party Congress has stated many contents, including the main development goals and targets for 5 years 2026 - 2030.
Accordingly, in terms of economy: Strive to achieve an average growth rate of gross domestic product (GDP) for the period 2026 - 2030 of 10%/year or more; GDP per capita by 2030 reaches about 8,500 USD; the proportion of processing and manufacturing industry reaches about 28% of GDP; the proportion of digital economy reaches about 30% of GDP.
The contribution of total factor productivity (TFP) to economic growth reached over 55%. The rate of labor productivity growth reached about 8.5%/year. Reduced energy consumption calculated per GDP unit at 1 - 1.5%/year. The urbanization rate reached over 50%.
Total accumulated assets are about 35 - 36% of GDP; the proportion of final consumption is about 61 - 62% of GDP. Total social investment capital averages about 40% of GDP in 5 years, of which public investment accounts for 20 - 22%. The rate of mobilization into the state budget in the period 2026 - 2030 reaches 18% of GDP; state budget deficit is about 5% of GDP.
Regarding society: The Human Development Index (HDI) strives to reach about 0.8; average life expectancy from birth reaches about 75.5 years, of which healthy life expectancy reaches at least 68 years; the proportion of agricultural labor in total social labor decreases to below 20%; the proportion of trained labor with degrees and certificates reaches 35 - 40%.
The poverty rate (according to the multidimensional poverty standard for the period 2026 - 2030) maintains a reduction of 1-1.5 percentage points/year. Strive to belong to the group of 40 countries with the highest happiness index.
