At the meeting, Hung Yen Provincial Party Secretary Nguyen Huu Nghia represented the two provinces to report on the implementation results of the Resolution of the 11th Conference of the 13th Party Central Committee.
The Provincial Party Committee, the Standing Committee of Hung Yen and Thai Binh Provincial Party Committee direct the Party committees, agencies and construction units and have basically completed 100% of the projects and plans (equivalent to 37 projects and plans) organizing the apparatus to submit to the Executive Committee of the Hung Yen Party Committee (new) after being established by the Politburo and Secretariat to establish the provincial Party Committee, appointing the new Executive Committee of Hung Yen province.
The scheme of arranging Hung Yen and Thai Binh province, the project of arranging administrative units at the commune level, consulting voters to achieve good results. Currently, the projects are being submitted to the National Assembly and the Standing Committee of the National Assembly for consideration and approval at the 9th session.
Hung Yen province and Thai Binh province agreed to effectively use existing headquarters and equipment, limit the need to relocate workplaces and disrupt normal operations of agencies and units during and after the process of merging, merging agencies, units and organizing a 2-level local government model; quickly moving to work in the digital environment, mainly from July 1.

Creating a competitive administrative unit in the Red River Delta
Concluding the meeting, President Luong Cuong emphasized that the merger of Hung Yen and Thai Binh provinces is not simply an administrative merger but a strategic step, a breakthrough choice.
According to the President, if conducted closely and effectively, it will contribute to creating a new, stronger provincial-level administrative unit with competitive capacity in the Red River Delta and nationwide.
The implementation of the organization and arrangement of the government apparatus ensures streamlining, effective, efficient operation, close to the people, close to the people; organize the apparatus to operate effectively, stick to the determined goals, purposes, and plans.
The implementation of the restructuring of the apparatus and cadres ensures publicity, transparency, arranging and assigning cadres at all levels to the right people and jobs; ensuring enough strength to complete tasks; creating high solidarity and unity within the organization.
Regarding the preparation for Party congresses at all levels according to Directive No. 45, President Luong Cuong requested the Standing Committees of the two provinces to continue to closely coordinate, prepare well and improve the quality of document content.
In particular, it is important to thoroughly grasp and supplement the orientations and new points of the Central Government in the draft political report, in the work of building the Party, in the 10 -year socio -economic development strategy (2021 - 2030), the 5 -year socio -economic development (2026 - 2030); At the same time, the congress document must also show the crystallization of the wisdom, will and desire to develop the new province.
Regarding personnel work, it is necessary to continue reviewing the quality of the staff, in which, it is necessary to attach special importance to the standards of cadres and standards of commissioners; not for the structure that lowered the standard; Must maintain the principle, arranging officials must be objective, fair and harmonious between the two localities.
