On July 17, the People's Committee of Hung Yen province held a conference to remove difficulties and obstacles; guide and answer questions on receiving and handling administrative procedures, especially land procedures at the People's Committee and the Commune-level Public Administration Service Center in the province.
Speaking at the conference, Vice Chairman of the Provincial People's Committee Nguyen Hung Nam emphasized that after the arrangement of administrative units, communes and wards have basically stabilized their organization, and the Public Administration Service Centers at the commune level have initially come into operation. However, the two-level local government model in some places is still confusing, especially in handling administrative procedures in the land sector.
The Vice Chairman of the Provincial People's Committee requested departments and branches to urgently review and complete the process of handling administrative procedures associated with decentralization and delegation of authority; establish specialized working groups and hotlines to support commune-level support; organize training to improve capacity for cadres; specific instructions on equipment procurement, ensure stable operating conditions at commune-level Public Administration Service Centers.
The People's Committees of communes and wards are required to review the entire receiving process, update processing progress to the software system on time, ensuring accuracy and completeness of 100% of the resolved documents.
At the conference, representatives of the Department of Agriculture and Environment reported and clarified the reception and settlement of administrative procedures on land. Other departments and branches such as the Department of Science and Technology, Provincial Police, and the Department of Finance also reported on the implementation situation and instructions related to digital signatures, seals, and purchases of equipment for commune-level public administration operations.
The conference recorded many recommendations from localities related to the issuance of first-time land use right certificates, administrative procedures without boundaries, decentralization in public investment at the commune level... Representatives of departments and branches directly answered and resolved the questions, helping to improve knowledge and skills to perform tasks for grassroots cadres, thereby better serving people and businesses.
