Guidance on salary arrangement when recruiting civil servants from the army and police

The Ministry of Home Affairs guides the salary ranking for people recruited into civil servants who have been ranked according to military rank and rank belonging to the armed forces.

The Ministry of Home Affairs has just issued a Circular guiding salary arrangement for people recruited into civil servants. The Circular takes effect from March 1.

This Circular guides the salary arrangement for people recruited into civil servants who have worked for a period with compulsory social insurance contributions as prescribed in Article 20 of Decree No. 170/2025/ND-CP dated June 30, 2025 of the Government regulating the recruitment, use and management of civil servants.

This Circular applies to people recruited into civil service as prescribed in Clause 2, Article 1 of the Law on Cadres and Civil Servants No. 80/2025/QH15.

The Ministry of Home Affairs said that salary ranking must be based on the working time in accordance with the provisions of law, in accordance with the requirements on professional qualifications and duties of the job position recruited, with compulsory social insurance contributions (if not continuously and have not received one-time social insurance allowances, they will be consolidated), and assigned to work according to the professional qualifications and duties previously undertaken.

The working time with compulsory social insurance contributions that is not consistent with the requirements for professional qualifications and duties of the job position recruited is not counted as a basis for salary ranking in the corresponding civil servant rank according to the job position recruited.

The competent recruiting agency determines the working time with compulsory social insurance contributions according to the provisions of law to do work corresponding to the professional and service requirements of the recruiting position to arrange salaries for people recruited into civil servants.

In the Circular, the Ministry of Home Affairs guides the salary arrangement for people recruited into civil servants who have been salaried according to military rank, military rank belonging to the armed forces, key rank, specialized military personnel, technical officers of the police, and people working in key jobs with key technical salary arrangement.

Accordingly, officers and non-commissioned officers of the armed forces who are ranked in grades of military rank, grades of rank and people working in key jobs ranked in key grades or specialized military personnel, technical officers of the police and people working in key jobs ranked in key technical jobs when recruited into the civil service, the salary ranking in the corresponding civil service rank according to the position to be recruited shall be implemented according to the guidance in Clause 6, Clause 7, Section III of Circular No. 79/2005/TT-BNV dated August 10, 2005 of the Minister of Public Works guiding salary transfer for cadres, civil servants, public employees when changing jobs and cases of being transferred from the armed forces, key jobs and state-owned companies to work in state agencies and public service units of the state.
