The proportion of civil servants arranged according to job positions at specialized agencies under the commune is based on Decree 361/2025/ND-CP.

Decree 361/2025/ND-CP, effective from December 31, 2025, stipulates the position of civil servants.

According to Clause 2, Article 8 of Decree 361/2025/ND-CP, the proportion of civil servants arranged according to job positions ranked as main specialists and equivalents for specialized agencies under communes is as follows:

- For leadership and management positions as heads of specialized agencies under communes: The rate is 100%.

- For leadership and management positions that are deputy heads of specialized agencies under communes: The rate does not exceed 50% of the total number of deputy heads of all specialized agencies under communes according to the regulations of competent authorities.

The proportion of civil servants arranged according to job positions is ranked according to specialist and equivalent ranks, cadre and equivalent ranks, employee ranks: The remaining proportion corresponds to the remaining number of civil servants of specialized agencies under the commune.

In addition, the Decree also stipulates: The competent authority approving the job position decides and adjusts the proportion of civil servants arranged according to the job position in each specialized agency under the commune under management, ensuring compliance with functions, tasks, management scale, nature, and task requirements.
