Based on Clause 7, Section I of Guidance No. 1397/HD-UBND dated August 27, 2025 of the Ho Chi Minh City People's Committee on the authority to consider transferring professional titles of civil servants, Mr. Pham Van Vu (name of the person being changed) said that the Chairman of the Commune People's Committee and directly affiliated public non-business units are assigned the authority to decide on considering transferring professional titles for civil servants according to each rank and specific title.
According to the presentation, he is currently holding a intermediate clerical rank, has a university degree in accounting and a primary clerical - archival certificate, the time holding a intermediate clerical rank is 3 years and 10 months.
Based on Guidance No. 1397/HD-UBND, he believes that the decision-making authority for considering transferring ranks belongs to the public non-business unit where he is working.
From there, he proposed clarifying the application of Circular No. 02/2021/TT-BNV dated June 11, 2021 of the Ministry of Home Affairs stipulating codes, professional standards, nghiep vu and salary ranking for civil servant ranks specializing in administration and specializing in clerical work.
Will I be considered for transfer from intermediate clerical level to clerical level (code number 02.007), rank 1, salary coefficient 2.34 according to regulations?" - Mr. Vu wondered.
Regarding Mr. Vu's question, the Ministry of Home Affairs cited Article 15 of Circular No. 02/2021/TT-BNV.
Accordingly, civil servants appointed to civil servant ranks specializing in clerical work specified in this Circular are applied Table 2 issued together with Decree No. 204/2004/ND-CP, as follows:
The Civil Servant rank (code 02.006) applies the civil servant salary scale type A2, group 1 (A2.1), from salary coefficient 4.40 to salary coefficient 6.78;
The civil servant rank (code 02.007) applies the civil servant salary scale type A1, from a salary coefficient of 2.34 to a salary coefficient of 4.98;
The intermediate level of clerical staff (code 02.008) applies a type B civil servant salary scale, from a salary coefficient of 1.86 to a salary coefficient of 4.06. In case a civil servant with a college degree or higher is recruited for a job position that requires a corresponding civil servant rank of intermediate level of clerical staff, they are ranked in the 2nd rank of intermediate level of clerical staff; if there is a probationary period, during the probationary period, they are entitled to 85% of the 2nd rank salary of intermediate level of clerical staff.
