Must "take bitter medicine", must endure pain to "operate on tumor"
This morning (December 1), the Politburo and the Secretariat held a national conference to disseminate and summarize the implementation of Resolution No. 18-NQ/TW of the 12th Party Central Committee; the socio-economic situation in 2024, solutions to accelerate socio-economic development in 2025 and remove institutional bottlenecks and bottlenecks.
Regarding streamlining the political system, General Secretary To Lam emphasized that this is a very urgent issue that must be done, and the sooner it is done, the more beneficial it is for the people and the country because many Party Congresses from previous terms have raised this issue, especially from the 12th Congress to the present. That shows that the Party has seen and found it necessary to do so, but the implementation process has not yet achieved the set goals. This is truly a difficult issue, even very difficult because when streamlining the apparatus, it will involve thoughts, feelings, aspirations and affect the interests of a number of individuals and organizations.
“Therefore, although it has been carefully and methodically prepared as reported by comrade Le Minh Hung and many instructions for implementing this work have been sent to comrades, the implementation in many units will certainly encounter difficulties, and there will even be obstacles. However, we still have to proceed because to have a healthy body, sometimes we have to “take bitter medicine” and endure pain to “operate on tumors” - the General Secretary said.
The General Secretary requested that all levels and sectors from the central to the grassroots level must determine the highest political determination in implementing this policy. This is an especially important task, a revolution in streamlining the organizational apparatus of the political system. This is not only a matter of scale or quantity, but more deeply, it is necessary to create qualitative changes in the operation of the political system.
Leaders, heads of Party committees and agencies need to be exemplary, proactive and determined in carrying out assigned tasks in the spirit of "running and lining up at the same time"; "The Central Government does not wait for the provincial level, the provincial level does not wait for the district level, the district level does not wait for the grassroots level"; "The Central Government sets an example, the locality responds". Each level and each sector closely follows the plan to summarize and propose models for their agencies and units to ensure progress (ministries and sectors must complete in December 2024); towards the common goal of completing and reporting to the Central Government the Plan to arrange and perfect the organizational apparatus of the political system in the first quarter of 2025.
Do not let state agencies be "safe havens" for incompetent officials.
The General Secretary emphasized that the general requirement is that the new apparatus must be better than the old one and must be put into operation immediately; there must be no interruption in work, no time gaps, no vacant areas or fields; and no impact on the normal activities of society and the people...
Streamlining the organizational apparatus goes hand in hand with streamlining the payroll, restructuring the staff with sufficient qualities and capacity to meet the tasks. Streamlining does not mean mechanically cutting down, but eliminating unnecessary positions, reducing ineffective work, thereby focusing resources on key areas, truly worthy and suitable people. Do not let state agencies be a "safe haven" for weak staff. With higher requirements when implementing a new organization, there must be a plan to train and retrain staff before and after the organization is reorganized.
Each agency and unit must carry out well the political and ideological work and the regime and policies for cadres, party members, civil servants, public employees and workers affected by the restructuring of the organization and apparatus; ensure fairness, publicity and objectivity, and avoid complications. The Politburo has issued a policy to temporarily suspend the appointment and nomination of candidates for higher positions for agencies and units that are expected to be restructured and streamlined (except in cases of real necessity); temporarily suspend the recruitment of civil servants from December 1, 2024 until the restructuring of the apparatus is completed according to the Central's direction. Party committees at all levels are requested to thoroughly grasp and implement this content.
Party committees from the central to grassroots levels direct the strengthening of propaganda work, orienting public opinion, creating high unity within the Party and the entire political system, and consensus among the people on policies, requirements, and tasks of streamlining the organizational apparatus in the new situation. Effectively combat wrong, hostile, and distorted views on the implementation of this policy; strictly handle cases of taking advantage of organizational arrangements, causing internal disunity, affecting the prestige of the Party and agencies and organizations.
