Resolving administrative procedures for people must be at the commune and ward levels

On the morning of April 17, General Secretary To Lam and National Assembly deputies (NADs) of Hanoi City's No. 1 electorate (Ba Dinh, Dong Da, Hai Ba Trung) met with voters before the 9th Session of the 15th National Assembly.

Referring to many contents at the meeting with voters, General Secretary To Lam informed about the results of the 11th Central Conference, 13th tenure.

The General Secretary said that the conference made many strategic decisions and important significance, including the policy of implementing the organization of the local administrative apparatus, transferring passive models to serving the people and creating the country's development.

The arrangement of local administrative units is determined in the spirit of breakthrough, closely following reality, aiming to expand new development space for the locality and the country.

This is not only to reduce administrative costs, but importantly, to create development space for each locality, helping the apparatus operate effectively, efficiently, close to the people, serving the people. In addition, when the apparatus is streamlined, it will help reduce staff, reduce spending, and save the budget to reserve resources for many other important tasks.

"Phase 1 of the Central arrangement has been a model for the arrangement of the apparatus of the Party, National Assembly, Government, Fatherland Front and Central agencies. This is considered very good, not affecting internal and external activities, not affecting the overall development of the country and people and businesses in particular", the General Secretary assessed.

In phase 2, with the goal of building a 2-level local government model, the General Secretary thoroughly grasped what the Central Government should do, what provinces and cities should do and what communes should do.

"There is no duty to overlap, assign and decentralize very clearly. Previously, one thing, sometimes the central government did, the province also did, the district did, the commune did, did not know where the boundary of this was. Even could not run a job, the other place gave it to that place, unknown responsibility," the General Secretary said.

At this point, the General Secretary said that the Central Government had to take care of strategies, take care of national defense, security and foreign affairs, and the rest decentralized to the locality. The reorganization of the commune is the closest level of the government, serving all the requirements of the people, taking care of the people's lives, all the problems of the people and the commune must grasp them all.

In addition, the General Secretary noted that the arrangement of commune-level administrative units needs to avoid two orientations.

One is to merge communes and wards that are too large as a "minority district level", leading to no local management and no proactive service to the people.

The second is the merger of communes and wards that are too small, leading to limited space, development space, and more units leading to bulky and ineffective.

"The settlement of administrative procedures of the people must be at the commune and ward level. People do not have to go to the province and to the central government. What is too much of the commune's authority, the commune will report to the province and city, the people have nothing to come to the province," the General Secretary thoroughly grasped.

According to the General Secretary's request, commune-level leaders must grasp the health status of the people, whether people are allowed to go for health check-ups at least once a year, how many people in the year have not been able to go to medical facilities, how can we invite doctors to the medical center to check the health of the people...

"If anyone is given a health check, the Chairman of the commune and ward will know how many people have heart disease, how many people have liver disease, how many people have high blood pressure... thereby having a plan to protect people's health," the General Secretary suggested.

The apparatus of State agencies is not a safe haven

In response to voters' concerns about selecting, using, and arranging cadres, civil servants, public employees, and workers after the restructuring of the apparatus, the General Secretary emphasized that this is a key issue of the key, it is necessary to select people with sufficient capacity, thinking, and responsibility to serve the people.

"The apparatus of State agencies is not a safe place to take shelter. If someone is individual, average socialist, and expects, there is no place in that apparatus," said the General Secretary, adding that it is necessary to encourage this group of cadres to voluntarily withdraw and give way to more deserving people.

For redundant cadres after the merger, according to the General Secretary, there will be a policy that if they are young, they will be trained in digital transformation, foreign languages, politics, and many other professions... At the same time, cadres will be encouraged to develop the private economy if they are no longer working in the public sector.

"How can everyone be profitable and contribute to society? Why is there only a way to the State to have jobs? I talk to students, even giving up the concept of "going to work", how to find talented people, put people in the State apparatus. They study at university, have enough intelligence, courage, and knowledge, and the State agencies must come and invite people to work in the agencies," the General Secretary emphasized.
