This is one of the contents in Conclusion No. 174-KL/TW dated July 4, 2025 of the Politburo and the Secretariat on a number of tasks to continue building the organization and operation of administrative units at both levels to ensure smoothness and efficiency.
Accordingly, in Conclusion No. 174-KL/TW, the Politburo and the Secretariat assigned the Government Party Committee to lead and direct the continued close inspection of the allocation of sufficient funds, promptly resolving the regime and policies for cadres, civil servants, and public employees who retire early or quit their jobs due to the arrangement.
Lead and direct the Government, ministries and ministerial-level agencies to regularly inspect the implementation of regulations on functions, tasks, and organizational structure of agencies, units, and organizations in the administrative agency system at the central and local levels; promote decentralization, delegation of authority, clearly define authority; on work processes, records, administrative procedures, etc.; on the provision of public services and online public services to people, businesses, and organizations not dependent on administrative boundaries.
Review, amend, supplement, and promptly issue regulations and instructions to perfect functions and tasks, and organize the apparatus of agencies, units, and organizations in the administrative agency system at the central and local levels to ensure consistency and unity between documents, between the central and local levels after the arrangement of administrative units at all levels, and implement the model of two-level administrative units.
Continue to monitor and urge the operation of local state agencies, ensure smoothness and efficiency, avoid congestion and interruptions affecting public service activities, resolve administrative procedures, provide online public services to people and businesses; promptly remove difficulties and obstacles, and immediately overcome incidents (if any).
The Politburo and the Secretariat also requested Politburo members and Secretariat members to continue to monitor and grasp the situation in the area according to their assignments, inspections, guidance, urging, timely direction, resolution, and removal of difficulties and problems arising to ensure the effective and smooth operation of the apparatus of administrative units at both levels and the organization of Party Congresses at all levels to comply with the set plan and requirements.
