On behalf of the Politburo and Politburo member, Standing member of the Secretariat Tran Cam Tu has just signed and issued Conclusion No. 174-KL/TW dated July 4, 2025 of the Politburo and the Secretariat on a number of tasks to continue building the organization and operation of administrative units at both levels to ensure smoothness and efficiency.
Accordingly, the Politburo and the Secretariat basically agreed with the Report on the situation and progress of implementing the resolutions and conclusions of the Central Committee and the Politburo on the arrangement of the apparatus and administrative units (from June 28 to July 3, 2025) submitted by the Central Organizing Committee.
The Politburo and the Secretariat acknowledge and highly appreciate the Government Party Committee, the National Assembly Party Committee, the Fatherland Front Party Committee, the Central Trade Unions, the Central Organizing Committee, the Central Inspection Committee, the Central Party Office, the Ministry of Home Affairs, and the provincial and municipal Party Committees directly under the Central Government for actively and urgently completing the preparation work, successfully organizing the Ceremony to announce the resolution, decide to merge provincial and commune-level administrative units, establish a party organization, appoint provincial and commune-level personnel simultaneously nationwide on June 30, 2025 and officially deploy the apparatus of the two-level administrative units from July 1, 2025 to ensure progress, and initially operate smoothly and stably.
In this Conclusion, the Politburo and the Secretariat assigned the Party Committee of the Fatherland Front and Central organizations to lead and direct:
(1) Continue to review and rearrange the internal unit organization under the Fatherland Front, socio-political organizations, mass organizations at all levels assigned by the Party and the State, ensuring synchronization, smoothness, streamlining, effectiveness, efficiency, people's closeness, and closeness to the grassroots.
(2) Timely rearrange mass organizations to be streamlined, reducing the number of mass organizations and affiliated newspapers.
(3) Monitor and grasp the implementation of the Fatherland Front model, socio-political organizations, and mass organizations according to the 2-level administrative unit model; proactively propose fundamental and systematic solutions to promptly resolve difficulties and problems, ensure smooth operation, and achieve the set goals and requirements; especially in villages, hamlets, and residential groups.
The Conclusion also clearly states that the Vietnam General Confederation of Labor is assigned to preside over and coordinate with the Ministry of Home Affairs to study, advise, propose and guide the settlement of regimes and policies for full-time trade union officials working under contract regimes (receiving salaries and allowances from trade union funds) affected by the arrangement.
The Politburo and the Secretariat request Politburo members and Secretariat members to continue to monitor and grasp the situation in the area according to their assignments, inspections, guidance, urging, timely direction, resolution, removal of difficulties and problems arising to ensure the effective and smooth operation of the apparatus of administrative units at both levels and the organization of Party Congresses at all levels to comply with the set plan and requirements.
Party committees and organizations directly under the Central Government are responsible for leading and directing the strict implementation of the conclusions of the Politburo and the Secretariat on operating the apparatus of agencies and units according to the new model; deploying the contents and tasks according to Plan No. 56-KH/BCD of the Central Steering Committee summarizing Resolution 18.
