On the afternoon of September 16, at the Party Central Committee Headquarters, the Standing Committee of the Central Steering Committee for summarizing practice and studying the amendment and supplementation of the Party Charter (Steering Committee) held its second meeting. General Secretary, President To Lam, Head of the Steering Committee chaired the meeting.
Also attending the meeting were Politburo Member, Standing Secretary of the Secretariat Tran Cam Tu; Politburo Members, Secretariat Members, Members of the Party Central Committee, leaders of the Party's Advisory and Assistance Boards at the Central level and a number of ministries, departments, and branches.
Concluding the meeting, the General Secretary and President requested to proactively update major orientational viewpoints from the three Resolutions expected to be submitted to the Fourth Central Conference, focusing on issues directly related to the organization and operation of the Party.
The focus is on the requirement of building, self-renovation, self-rectifying the Party; perfecting the leadership and ruling methods and the mechanism "Party leads, State manages, People are masters"; defining authority, responsibility, decentralization, and delegation of power associated with controlling power and the responsibility of the head.
Only study and include in the Party Charter issues that have been summarized and tested, are principled, fundamental, stable in the long term and need to be implemented uniformly throughout the Party.
Specific contents must be placed at the correct level of documents. Issues that are not sufficiently grounded must continue to be studied, and the content of the resolution must not mechanically be transferred to the Charter.
The proposed basis must be sufficient to explain both the necessity and feasibility of the selected options. The quality of the summary is reflected in the ability to correctly identify the problem, correctly explain the causes and propose long-term valuable handling directions.
The study must focus on the basic issues of the nature of the Party and party members; the organizational system, methods of leadership, ruling, inspection, supervision and control of power in the context of a single Party ruling; the technique of building charters and principles and standards for digital transformation in the Party.
Each topic must clearly define research questions, input data, survey scope, verification methods and finally output products; specifically define common platform topics, interdisciplinary topics and in-depth topics; identify the inherited part, the coordinated part and the overall responsibility part.
The General Secretary and President clearly stated that it is necessary to complete the plan to summarize practice and study the amendment and supplementation of the Party Charter, ensuring the correct roadmap, clear products and controlling progress; it is necessary to carefully review each time milestone, requirements for products and quality control mechanisms.
Each topic or group of issues with consistency must have a focal point responsible for summarizing, having a mechanism to use data and cross-check before putting it into reports; resolutely overcome the situation of general assignment of tasks, shirking responsibility, and avoiding responsibility.
All participating opinions must be fully, truthfully, and objectively summarized, including different opinions; resolutely overcome formal opinion gathering, ensuring objectivity; the consistent requirement is to closely follow reality and have a long-term vision; from practice, correctly point out the problems, causes and handling directions; identify fundamental issues about the organization and operation of the Party that need long-term research.
The Party Charter must inherit the principles that have been proven by history and practice, and at the same time establish a framework for the organization and operation of the Party to meet the requirements of a ruling Party, leading the country in the new development stage.
