On the morning of June 23, a conference was held in Hanoi to disseminate the implementation of the Plan to promote connecting, synchronous, rapid and effective digital transformation to meet the requirements of the organizational arrangement of the political system.
At the conference, Deputy Chief of the Party Central Committee Office Pham Gia Tuc presented and thoroughly grasped the key contents of Plan No. 02-KH/BCDTW dated June 19, 2025 of the Central Steering Committee.
The plan aims to concretize the major goals stated in Resolution No. 57 and Conclusion No. 130-KL/TW of the Politburo, focusing on ensuring that the new apparatus after the merger must not only be streamlined in terms of organization but must operate smoothly, effectively, and effectively, best serving people and businesses from July 1, 2025.
Concluding the conference, Politburo member and Standing member of the Secretariat Tran Cam Tu stated that in recent times, the streamlining of the apparatus of the political system and the organization of local governments at two levels is a major and breakthrough policy.
This is not only a requirement to streamline the organization, but more importantly, a requirement to innovate leadership methods, improve the leadership and governance capacity of the Party and the effectiveness and efficiency of the political system.
Digital transformation is a breakthrough tool to reorganize all activities of the apparatus on a digital platform, digital data and digital interaction.
To successfully implement the Plan, the Standing Committee of the Secretariat recommends that leaders at all levels as well as the entire political system must thoroughly grasp the very specific viewpoints, goals and tasks, and the time to complete and seriously implement the requirements.
In particular, promoting the role and responsibility of the head; directly directing, monitoring and taking full responsibility before the Steering Committee, the Politburo and the Secretariat for the implementation results.
"This must be considered a key political task, not assigned to the professional department and only when the leader enters the game with determination, determination and high responsibility will there be results and success" - Standing member of the Secretariat Tran Cam Tu clearly stated.
The Standing Committee of the Secretariat Tran Cam Tu also requested that it is necessary to ensure synchronization, connectivity, and unity of information systems and databases that must be built according to the principle of connection - sharing - sharing.
Resolutely eliminate local thinking, relying on information and data; end the situation of fragile, unconnected, and ineffective investment. Taking people and businesses as the center.
The highest goal is to simplify procedures, shorten time, reduce costs, and increase the satisfaction of people and businesses. Technical platforms and electronic processes must be practical, easy to use, and easy to access.
Standing member of the Secretariat Tran Cam Tu requested close supervision and serious assessment. Build an early warning mechanism, strictly handle units that are slow, avoid, and lack responsibility.
The Standing Secretariat requested central and local departments, ministries, branches to strictly implement tasks according to the roadmap assigned in Plan 2 of the Central Steering Committee.
