Information on the continued implementation of salary reform contents is the content that attracts much attention from cadres, civil servants, public employees and workers nationwide.
In fact, according to the 2024 performance report of the Ministry of Home Affairs, advising on the implementation of 4/6 tasks on salary policy reform according to Resolution No. 27-NQ/TW of 2018 of the Central Committee is one of the outstanding results of this ministry in 2024, which is:
First, the bonus regime is supplemented with about 10% of the total salary fund of the year (excluding allowances).
Second, perfect the salary increase regime in accordance with the regulations of the new salary table.
Third, the funding source for implementing the salary regime.
Fourth, salary and income management. In which, the authority and responsibility of the head in implementation are clearly defined; additional salary increases are applied; salary funds are controllled.
In addition to the above 4 tasks, according to Resolution No. 27-NQ/TW, there are still 2 tasks on salary reform that have not been implemented, including: New salary tables (removing the basic salary level and salary coefficient); restructuring and arranging into 9 new allowance regimes.
Commenting on the draft Law on Cadres and Civil Servants (amended), many National Assembly deputies were interested in discussing salary policies, mechanisms, and policies to attract talented people.
According to Delegate Trinh Minh Binh (Vinh Long Delegation), in reality, with a salary coefficient of 2.34 equivalent to nearly 6 million VND/month for newly hired civil servants, not including the types of insurance payable, it will not be enough to cover their minimum living expenses. Not to mention, if you have a wife/husband, children and live in big cities, your standard of living will be much more difficult. Thus, it will be impossible to attract talented people to work and contribute.
The delegate suggested that the National Assembly should soon closely monitor salary reform according to Resolution 27-NQ/TW, ensuring synchronous implementation from the central to local levels. Gradually build a salary regime associated with job position, work efficiency and personal capacity.
"It is necessary to reform salaries and salary regimes to suit the current context in parallel with innovating the recruitment, promotion and talent development mechanism in the public sector" - the delegate suggested.
At the meeting to deploy tasks in May 2025 of the Ministry of Home Affairs, Minister Pham Thi Thanh Tra requested heads of units under the Ministry and all civil servants, public employees, and workers to proactively, efforts, and effectively implement the tasks assigned by competent authorities to ensure progress and quality.
One of the many notable tasks clearly stated by the Minister of Home Affairs is: Proactively reviewing policies related to allowances and salaries.
From there, promptly study, propose, and advise competent authorities on plans to amend, supplement, and replace relevant Decrees and guiding documents (1 Decree, 1 Circular) to ensure consistency and appropriateness when implementing the arrangement of administrative units at all levels and building a model of organizing local government at 2 levels;
Advising the Party Committee of the Ministry to report on the implementation of Resolution No. 27-NQ/TW on reforming salary policies for cadres, civil servants, public employees, armed forces and workers in enterprises (to be completed before June 30, 2025).
