Clarify responsibilities for infrastructure projects that are behind schedule and have repeatedly exceeded budget

The General Secretary and President requested to clarify responsibilities for slow-progress projects that have to be adjusted many times to exceed capital or operate ineffectively.

On August 6, at the Party Central Committee Headquarters, General Secretary and President To Lam chaired a working session with the Government Party Committee and agencies on the implementation of Resolution No. 13-NQ/TW dated January 16, 2012 of the 11th Party Central Committee and Conclusion No. 72-KL/TW dated February 23, 2024 of the 13th Politburo on building synchronous infrastructure, in order to basically turn our country into an industrialized country in a modern direction.

Concluding the working session, the General Secretary and President emphasized that infrastructure not only serves production and life but has become a decisive factor in national competitiveness. Infrastructure must be assessed by the efficiency that people, businesses and the economy receive.

Emphasizing key task groups, the General Secretary and President requested to innovate planning and infrastructure development organization.

Infrastructure must be planned in harmony with the country's development strategy, organize economic space and improve national competitiveness, ensure long-term vision, industry and regional linkages and adaptability to changes in technology, market, population and climate change.

Ensure synchronization between economic infrastructure, social infrastructure, digital infrastructure, science and technology data and innovation. Strengthen intercommunication between transportation sectors, between transportation and energy, logistics, urban areas and other socio-economic infrastructure sectors.

Improve the regional financial coordination mechanism, ensuring that localities jointly decide to contribute capital to be responsible and benefit from inter-regional infrastructure projects.

Improve the quality of construction preparation and project exploitation, focus on managing the entire life cycle of the project, and only decide on investment when ensuring full conditions on land planning, site clearance, capital, materials, technology, human resources and planned connecting infrastructure.

The General Secretary and President requested to clarify responsibilities for slow-progress projects that must be adjusted many times to exceed capital or operate inefficiently. Promptly build a unified database on planning, projects and infrastructure assets, promote the application of digital technology and artificial intelligence in investment, management and operation of national infrastructure assets.

Efficiency is not only the disbursement rate but also the progress, quality, connectivity and efficiency of exploitation of key infrastructure projects.

Strengthen the management of national infrastructure assets and risk control, not underestimate the quality and safety of works for progress, strengthen corruption and waste prevention and control, and strictly maintain investment discipline.

Regarding the vision for the national infrastructure system, the General Secretary and President emphasized that the projects decided today will shape the country in the coming decades. Infrastructure must be prepared for the future economy, for new technologies and increasingly large climate risks.

By 2045, Vietnam must have a synchronous, smart, green, safe, highly resistant infrastructure system, connecting the territory and economy with the world market and all people with essential services.

In the new development journey, the General Secretary and President clearly stated that the right decision can pave the way for an entire region, create opportunities for millions of people and enhance the country's position.

Conversely, an unfounded choice can waste resources and leave a long-term burden. The important thing is to choose correctly, do it thoroughly and create practical efficiency.
