Identifying distorted arguments of hostile forces
Over the years, hostile forces and political opportunity elements have often issued distorted arguments to deny the attention of our Party and State to the overseas Vietnamese community (VNA). These arguments are often presented as " object analysis" or "independent criticism", but in fact are distorted information, cutting down information to deny the State's achievements over the past decades.
Hated forces often rely on specific events of a unique nature to interpret the nature of the policy. In the 2022 Ukrainian war, when the evacuation of overseas Vietnamese faced huge challenges in logistics, security and legality, reaction websites distorted and viewed technical delays as proof of indifference. More recently, the incident in Frankfurt (Germany, 2025) involving a group of Vietnamese citizens was also distorted, assigning the State the label of "not protecting citizens".
Their familiar method is performing from an exception to a rule: A case that has not been handled promptly is immediately blown up into universe justice.
In addition, they take advantage of the lack of information of a part of overseas Vietnamese - especially the younger generation born and raised abroad - to sow doubts about the reliability of official information. This is a dangerous trick, creating a mentality of differentiation in the community, undermining the sacred bond between overseas Vietnamese and the Fatherland. As many scholars have analyzed, this is a "soft strategy" to hit the great national unity bloc - one of the pillars to ensure political security and social stability in Vietnam.
Special and comprehensive attention to overseas Vietnamese
In contrast to the malicious distorted arguments of hostile forces, the past decades have proven that the Party and State of Vietnam have always paid special, consistent and increasingly comprehensive attention to the State.
Right after Doi Moi, Resolution No. 08-NQ/TW dated November 29, 1993 of the Politburo was considered an important foundation document for the formation of a unified policy for overseas Vietnamese, affirming that overseas Vietnamese are an inseparable part of the ethnic community. Next, Resolution No. 36-NQ/TW dated March 26, 2004 of the Politburo raises awareness, emphasizing the task of "caring for, supporting, and creating favorable conditions for overseas Vietnamese to stabilize their lives and integrate in their homeland, while maintaining close relationships and returning to their homeland".
In recent times, a series of legal documents have continued to be issued to perfect the institutional framework and policies related to the State budget such as Directive 45-CT/TW 2015, Conclusion No. 12-KL/TW (2021) of the Politburo on the work of the State budget in the new situation and new legal regulations on nationality and treatment for people with permanent residence abroad have created a comprehensive policy framework, continuously inheriting and developing. That completely dismissed the distorted luan that the policy was unconsistent.
During the COVID-19 pandemic, despite facing countless difficulties in resources, Vietnam has organized hundreds of flights to bring tens of thousands of citizens from large epidemic areas back home safely. During the 2022 Ukrainian war, Vietnamese representative agencies in Poland, Romania, and Hungary closely coordinated with local authorities to evacuate thousands of overseas Vietnamese, demonstrating the State's strong commitment to the protection of citizens.
From the perspective of national development, the contribution of the State's budget is recognized and encouraged through many policy channels. Every year, the hoi rate reaches 15-18 billion USD; in 2024, it reached a record of 18.3 billion USD, contributing significantly to stabilizing the macro economy. In the field of science and technology, many overseas Vietnamese intellectuals participate in technology transfer programs on artificial intelligence, renewable energy, and biomedical; many vaccine research projects are led by young overseas Vietnamese scientists in the US, Germany, and Japan.
In terms of culture - society, the Vietnamese community has maintained thousands of associations, regularly organized activities to promote Vietnamese language, cuisine, and folk arts, contributing to enhancing the national image in the international arena. In particular, major events in 2025, such as overseas Vietnamese participating in the parade at the 50th Anniversary of the Liberation of the South or the 80th Anniversary of National Day on September 2, have become a milestone affirming the strong solidarity between domestic and foreign people. The 2025 Vietnam Summer School or the Go Global Private Economic Forum with the participation of many overseas Vietnamese entrepreneurs are strong evidence of the spirit of accompanying the country's development.
The above data and practices once again affirm that the Party and State's policies towards the State's employees not only reflect regular attention but also demonstrate a strategic and comprehensive vision. That policy harmoniously combines citizen protection, encourages contributions, preserves cultural identity and promotes community strength. This is a convincing proof to completely reject distorted arguments, while strengthening the people's trust in the Fatherland.
