Regarding the recommendations of many ministries and localities related to supplementing commune-level staff, transferring career staff to civil servant staff, ensuring education - health staff and arranging personnel at the Public Administration Service Center, the Ministry of Home Affairs has given specific opinions, clarifying the orientation and roadmap for implementation in the coming time.
Regarding the proposal to supplement commune-level staff and assign staff by stage to meet the increasing workload, the Ministry of Home Affairs said that the current staff arrangement is being implemented based on the guidance of the Steering Committee for arranging administrative units at all levels and building a model of local government organization at two levels of the Government in Official Dispatch No. 03/CV-BCD, Official Dispatch No. 09/CV-BCD, along with the implementation of Conclusion No. 163 KL/TW130, Conclusion No. 174-KL/TW of the Politburo and the Secretariat.
Accordingly, the Standing Committees of provincial and city Party committees have proactively decided and arranged staff to work in agencies under the government, Party and mass organizations in localities, including the staff of local authorities at the commune level, in the total staff in 2025 assigned by the Central Organization Committee.
Currently, implementing the direction of the Central Organization Committee, based on the proposed staffing needs of ministries, branches and localities, the Ministry of Home Affairs is coordinating with the Central Organization Committee to develop a draft report proposing staffing for the period 2026 - 2031 of ministries, branches and localities to report to the Politburo for consideration and decision.
In which, proposing principles and plans to determine the staffing needs for the period 2026 - 2031 at commune-level administrative units on the basis of arranging civil servants according to the job position structure at agencies and organizations at commune level (adjusted according to population criteria, specific factors such as mountainous and highland areas).
After the 2026 - 2031 payroll period is approved by competent authorities, the locality continues to base on the criteria: Job position and workload of each job position; level of modernization of equipment, working facilities and application of information technology; actual use of the assigned civil servant payroll; population size, natural area, number of commune-level administrative units and characteristics of political security, order, social safety to proactively arrange and assign payroll accordingly, ensuring that it does not increase the number of civil servant payrolls assigned by competent authorities in the 2026 - 2031 period.
