Chairman of Long An Provincial People's Committee Nguyen Van Ut has just signed and issued Decision No. 21/2025/QD-UBND to implement Resolution No. 01/2025/NQ-HDND dated February 20, 2025 of the Provincial People's Council on additional support policies for cadres, civil servants, public employees and workers when implementing the organizational arrangement of the political system; cadres and civil servants who are not re-elected, reappointed and quit their jobs or retire at will in Long An province. This Decision takes effect from March 15, 2025.
According to the decision, cadres, civil servants, public employees and workers in Article 2 of this Resolution who quit their jobs or retire early will be supported with an additional 10% of the total support that cadres, civil servants, public employees and workers will receive according to the provisions of Decree No. 177/2024/ND-CP or Decree No. 178/2024/ND-CP.
Regarding funding sources, the decision also clearly states: For cadres, civil servants and employees in Party and State agencies, the budget for resolving policies and regimes is guaranteed by the state budget according to the current budget decentralization.
For civil servants and employees in public service units that self-insure regular and investment expenditures; public service units that self-insure regular expenditures: Funding for resolving regimes and policies from the unit's revenue from public service activities and other legal sources.
For public service units with a part of regular expenditure guaranteed by the state budget: Funding for policy and regimes from the unit's revenue from career activities, other legal revenue and support budget sources according to current budget decentralization.
For public service units with regular expenditures guaranteed by the state budget: Funding for resolving regimes and policies is guaranteed by the budget according to the current budget decentralization.
In case the public service unit that self-insures regular expenditures does not ensure the ability to balance the cost of resolving the regime and policies for civil servants and employees according to the provisions of Decree No. 178/2024/ND-CP, this Resolution, the Provincial People's Committee shall consider supporting specific funding according to its authority.
In particular, the additional support policy for cadres, civil servants, public employees and workers when implementing the restructuring of the apparatus of the political system; cadres and civil servants who are not reappointed, reappointed and quit their jobs or retire at will in the province will be applied from February 20, 2025.
