The Government Office issued Document No. 199/TB-VPCP announcing the conclusion of Politburo member and Permanent Deputy Prime Minister Nguyen Hoa Binh at the working session with the Standing Committee of the Provincial Party Committees of 3 provinces: Binh Thuan, Lam Dong, Dak Nong on implementing the arrangement of administrative units, building a model of organizing local government at 2 levels.
In the announcement, the Permanent Deputy Prime Minister requested localities to proactively implement the tasks set out in the work of arranging administrative units, building 2-level local governments; complete the project dossier to arrange commune-level administrative units in accordance with the schedule and quality as required by the Central Government.
Focus on leading and directing the development of a plan to select a team of capable, dedicated and qualified cadres and civil servants to undertake work tasks in the new period, closely following Conclusion No. 150-KL/TW of the Politburo.
The Permanent Deputy Prime Minister requested the Standing Committees of the Provincial Party Committees of the three provinces to urgently discuss and agree to establish a Steering Committee to develop a project to arrange and merge provincial-level administrative units and reorganize commune-level administrative units.
The members of the Steering Committee include representatives of leaders and civil servants from specialized agencies of the three provinces; have subcommittees to assist the Steering Committee in advising and drafting documents for commune and provincial congresses; develop a project to reorganize commune and provincial administrative units.
Review and propose solutions to handle problems (if any) for key projects and works of the 3 provinces before the local authorities at both levels come into operation.
The Standing Committees of the Provincial Party Committees of the 3 provinces continue to lead and direct the effective implementation of projects and works in the area, ensuring proper authority and legal regulations.
Proactively and promptly propose solutions to remove obstacles beyond the authority for the Ministries of Construction, Finance and related ministries to handle or synthesize and report to competent authorities for handling to speed up the progress of project implementation, ensuring the best conditions when the local government apparatus at both levels is approved and put into operation.
Regarding the proposal to reorganize Quang Hoa commune, Dak Glong district, Dak Nong province to Da Rsal commune, Dam Rong district, Lam Dong province: Lam Dong province coordinates with Dak Nong province to synthesize and propose in the draft project to reorganize commune-level administrative units.
The Ministry of Home Affairs synthesizes and reports to competent authorities for consideration and decision to create favorable conditions for state management, while taking into account geographical factors, transportation, travel, better serving the daily life, study, and health care of people living in the area.
Assign the Standing Committee of Lam Dong Provincial Party Committee to coordinate with the Standing Committees of the Provinces: Dak Nong, Binh Thuan to carefully discuss and agree to develop a plan to support vehicles and arrange accommodation for cadres, civil servants, public employees, and workers of Dak Nong and Binh Thuan provinces when they are transferred to work at the new administrative - political center of the province after being arranged in Da Lat city, Lam Dong province.
