The Prime Minister emphasized the need to be bold and confident in assigning difficult tasks to the private economic sector.

On the afternoon of April 2, Politburo member and Prime Minister Pham Minh Chinh - Head of the Steering Committee for developing the Private Economic Development Project (Steering Committee) chaired the second meeting of the Steering Committee.

Concluding the meeting, the Prime Minister stated that it is necessary to unify the awareness of the role, position and importance of the private economy in the overall economy, affirming that this is the most important driving force for growth.

Ensure property rights and ownership rights; ensure the widest and most possible freedom of conduct in many different forms and methods; equal access to the country's resources and assets; shift from passive receipt and settlement of administrative procedures, remove difficulties for businesses and private economy to a proactive state, actively promoting private economic development.

Regarding the target, the Prime Minister proposed to study and set higher targets on the contribution of the private economy to GDP, increasing labor productivity...

Regarding tasks and solutions, the Prime Minister said that it is necessary to emphasize a number of tasks and solutions, first of all, raising awareness of the political system, business community, society and people about the position, role and importance of the private economy, creating high unity, correct awareness, arousing trust, creating new momentum and new momentum for private economic development.

Second, build and organize institutional implementation with the spirit of institutional openness, cut down on cumbersome procedures, do not cause inconvenience or congestion for people and businesses, minimize time and compliance costs; especially ensure the establishment of businesses is as simple, convenient, and as fast as possible with a specific prescribed time (for example, how many days, hours, minutes...) and completely implement in the digital environment.

Third, in terms of resource mobilization, it is necessary to diversify resources, diversify markets, products, and supply chains so that people and businesses can access jobs and business opportunities most conveniently, easily, and appropriately; promote public-private cooperation according to the models of "public leadership, private governance", "public investment, private management", "public investment, public use".

To free up resources among the people, it is necessary to ensure freedom of conduct, property rights, ownership rights, protect the legitimate and legal rights and interests of people and businesses; not legalize economic and civil relations, solve economic problems by economic means.

Promote sustainable business; develop a green economy, digital economy, take science and technology, innovation as a foundation and driving force; respond to climate change; have mechanisms and policies to encourage priority areas.

Fourth, we must believe in the private economy, place trust and hope, create motivation and inspiration for the private economy, encourage all people and businesses to develop production and business, create jobs, livelihoods, bring efficiency to society, enrich themselves, their families and the country.

Mobilize and assign tasks to private enterprises in participating in key national projects, implementing 3 strategic breakthroughs in institutions, infrastructure and human resources.

The Prime Minister stated that it is necessary to " state boldly and confidently assign difficult tasks to the private economic sector"; have a mechanism for private economic assignment to participate in the development and modernization of the defense and security industry.
