On the afternoon of October 24, continuing the 10th Session program, the National Assembly carried out personnel work under its authority.
At the meeting, Vice Chairman of the National Assembly, member of the National Election Council Nguyen Khac Dinh presented the proposal of the National Assembly Standing Committee on:
Remove from the positions of Member of the National Assembly Standing Committee, Secretary General of the 15th National Assembly - Head of the National Assembly Office;
Remove from the position of Chairman of the Delegation Affairs Committee of the 15th National Assembly;
Remove him from the position of Chairman of the Committee for Science, Technology and Environment of the 15th National Assembly.
The National Assembly met in the hall to listen to Chairman of the Delegation Work Committee Nguyen Thanh Hai present a report summarizing the opinions of National Assembly deputies discussed at the Delegation on dismissal from the position of Member of the National Assembly Standing Committee, Secretary General of the 15th National Assembly - Head of the National Assembly Office; dismissal from the position of Chairman of the Delegation Work Committee of the 15th National Assembly; dismissal from the position of Chairman of the Committee for Science, Technology and Environment of the 15th National Assembly.
After that, the National Assembly listened to Permanent Deputy Head of the National Assembly Office Le Quang Manh (assigned to perform the duties of the Secretary General of the National Assembly) present the draft Resolutions of the National Assembly on personnel work.
With 431/431 delegates participating in the vote, the National Assembly passed: Resolution to dismiss Mr. Le Quang Tung from the position of Member of the Standing Committee of the 15th National Assembly, and to dismiss him from the position of Secretary General of the 15th National Assembly - Head of the National Assembly Office;
Remove Ms. Nguyen Thanh Hai from the position of Chairman of the Delegation Affairs Committee of the 15th National Assembly;
Remove Mr. Le Quang Huy from the position of Member of the National Assembly Standing Committee and the position of Chairman of the Committee for Science, Technology and Environment of the 15th National Assembly.
After that, the National Assembly listened to Vice Chairman of the National Assembly Nguyen Khac Dinh present the proposal of the National Assembly Standing Committee on: Election of members of the National Assembly Standing Committee, Chairman of the Delegation Work Committee of the 15th National Assembly; Election of Chairman of the Science, Technology and Environment Committee of the 15th National Assembly; Election of the Secretary General of the 15th National Assembly - Chairman of the National Assembly Office.
Mr. Le Quang Tung was born on October 30, 1971; hometown Ha Tinh province.
At the end of September 2025, the Politburo decided that Mr. Le Quang Tung would cease to participate in the Executive Committee, the Standing Committee of the National Assembly Party Committee for the 2020-2025 term; transfer him to participate in the Executive Committee, the Standing Committee of the City Party Committee, hold the position of Secretary of the Can Tho City Party Committee for the 2025-2030 term and appoint him to participate in the Standing Committee of the Military Region 9 Party Committee.
Ms. Nguyen Thanh Hai was born in 1970, from Hanoi; political qualification: Senior. She is an Associate Professor, Doctor of Physics; Member of the 12th and 13th Party Central Committee; National Assembly delegate of the 13th, 14th and 15th terms.
On June 25, at the 7th Session, the National Assembly elected Ms. Nguyen Thanh Hai - Member of the Party Central Committee, Secretary of the Thai Nguyen Provincial Party Committee, National Assembly Delegate of the 15th tenure of the Thai Nguyen delegation, to hold the position of Member of the Standing Committee of the 15th National Assembly.
National Assembly Chairman Tran Thanh Man then signed and issued Resolution No. 1075/NQ-UBTVQH15 appointing Ms. Nguyen Thanh Hai - Member of the Standing Committee of the 15th National Assembly to hold the position of Head of the Delegation Affairs Committee under the Standing Committee of the 15th National Assembly.
Mr. Le Quang Huy was born in 1966, from Hanoi. He has a doctorate in information technology and civil engineering.
In early October, the National Assembly Standing Committee discussed, secretly voted to approve and issue Resolution No. 1854/NQ-UBTVQH15 on the dismissal of Mr. Le Quang Huy, a delegate of the 15th National Assembly of the National Assembly Delegation of Lam Dong Province, from his duties as a deputy of the 15th National Assembly.
Also at the meeting, with 427/428 delegates participating in the vote, the National Assembly passed a Resolution approving the proposal of the Chairman of the National Election Council on dismissing Ms. Nguyen Thanh Hai and Mr. Le Quang Tung from the position of members of the National Election Council.
