At the discussion session on socio-economics on the afternoon of June 17, Minister of Home Affairs Pham Thi Thanh Tra explained and clarified a number of issues raised by National Assembly deputies.
The Minister of Home Affairs generalally said that the delegates were interested in restructuring and improving the quality of the team of cadres, civil servants and public employees to meet the implementation of local government at 2 levels and resolving the regime for groups affected by the restructuring of the apparatus.
Regarding the two-level local government organization, Ms. Tra affirmed: More than ever, the team of cadres and civil servants is a key factor determining the success of the new model. Restructuring and improving the quality of the team is no longer a choice but a very urgent requirement to completely transform from administrative management to governance, serving the people".
From there, the Minister raised the requirement that the team of cadres and civil servants, especially at the commune level, must be versatile, multi-talented, have the ability to synthesize and handle work with innovative thinking, standardized public service skills, ethics, responsibility, and practical service capacity, meeting the expectations of the national and local governance and the requirements of people and businesses.
Faced with such new requirements, the Minister of Home Affairs has proposed solutions to improve the quality of the staff and civil servants.
First, localities need to properly implement the policies of the Central Executive Committee, the Politburo, the Secretariat, the Government, relevant ministries and branches on restructuring the apparatus, restructuring, and improving the quality of the staff and civil servants to be practical and effective, meeting the best requirements.
Localities will promptly implement the Law on Organization of Local Government when it has just been passed, as well as the Law on Cadres and Civil Servants being considered by the National Assembly and taking effect from July 1.
These are important and necessary laws to innovate the civil service, associated with improving the quality of the staff and civil servants of the administrative sector, said Minister Pham Thi Thanh Tra.
According to the Minister of Home Affairs, it is necessary to focus on comprehensively reviewing the implementation capacity of the team, especially the heads of Party committees and authorities at the provincial and commune levels. This is a decisive requirement for the operation of local government at both levels.
One of the major solutions, Minister Pham Thi Thanh Tra noted, is to deploy and fully implement existing policies to ensure the arrangement of cadres and civil servants affected in the arrangement of the apparatus such as Decree 178, amending and supplementing Decree 67, Decree 177, Decree 179, Decree 154 of the Government.

Because currently, a part of cadres and civil servants are still concerned and have not clearly defined the spirit when implementing the organizational revolution. Such a great revolution will have sacrifices, losses, and disadvantages.
However, we need to contribute and accept this sacrifice, we cannot have demands that are beyond the capacity and conditions of the current country.
The Minister expressed his sympathy for the thoughts of a number of cadres, civil servants and public employees. This group needs to liberate their ideology to contribute to the country, because "the whole country needs us more than ever and let's do the best for the development of the country".
Finally, Ms. Pham Thi Thanh Tra also emphasized the need to focus on training cadres and civil servants, especially commune-level civil servants.
