The Government has just issued Decree No. 179/2026/ND-CP dated May 20, 2026, stipulating scholarship policies for learners in basic sciences, key techniques and strategic technology.
The Decree applies to learners who are Vietnamese citizens currently pursuing formal training in the training programs specified in Article 3 of this Decree, including: Students of Bachelor's, Engineer training programs, students of Master's training programs; doctoral research students of doctoral training programs.
Training institutions according to the provisions of the Law on Higher Education No. 125/2025/QH15, agencies, organizations and individuals involved in the management and implementation of scholarship policies.
The list of 15 training groups with basic science, key engineering and strategic technology majors eligible for scholarship policies includes:
Biology; applied biology; physical science; earth science; mathematics; statistics; computers; information technology; mechanical engineering and mechanical engineering; electrical, electronic and telecommunications engineering; chemical engineering, materials, metallurgy and environment; technical physics; geological engineering, geophysics and geodesy; mining engineering; construction.
The Decree stipulates that the monthly scholarship level is regulated according to the training level and group of programs and training majors.
Regarding the level of scholarships, the Decree stipulates according to each training level and industry group.
At the university level, the scholarship level ranges from 3.7-5.5 million VND/month; master's level from 5.5-7.4 million VND/month; and doctoral level from 7.4-8.4 million VND/month, depending on the talent training program, semiconductor microchips, basic science or key engineering majors, strategic technology.

The Decree takes effect from July 15, 2026. Scholarship policies are applied to students enrolling from 2025 onwards, with the start of payment from September 1, 2026.
