On December 16, Mr. Tran Anh Dung - Permanent Vice Chairman of Nam Dinh Provincial People's Committee said that the Party Committee of Nam Dinh Provincial People's Committee has just proposed a plan to merge many departments, branches and localities to streamline the apparatus.
Currently, the Provincial People's Committee has 18 departments, branches and sectors; including 15 departments and 3 administrative organizations equivalent to departments: Provincial People's Committee Office, Provincial Inspectorate, Provincial Industrial Parks Management Board. Maintain 6 departments and branches including: Department of Industry and Trade; Department of Culture, Sports and Tourism; Department of Justice; Provincial People's Committee Office; Provincial Inspectorate; Provincial Industrial Parks Management Board (the Provincial Industrial Parks Management Board will be arranged when Ninh Co Economic Zone is established).
According to the proposal of the Party Committee of Nam Dinh Provincial People's Committee, the proposal to maintain the above-mentioned departments and branches is necessary, ensuring stability, inheritance, and conformity with current practical requirements and the arrangement of the Central Government. The above departments and branches shall carry out the arrangement and streamlining of the internal apparatus.
Orienting the structure, arrangement and consolidation of 12 departments. Merging the following departments: Planning and Investment - Department of Finance; Transport - Department of Construction; Natural Resources and Environment - Department of Agriculture and Rural Development; Department of Information and Communications - Department of Science and Technology. As for the Department of Labor, War Invalids and Social Affairs and the Department of Home Affairs, after transferring the state management function of vocational education to the Department of Education and Training; transferring the state management function of social protection, children, and prevention of social evils to the Department of Health.
Adjusting the functions, tasks and powers of units: The Department of Health takes over some tasks of the Provincial Health Care and Protection Board for Cadres; takes over the state management function of social protection, children; and prevention and control of social evils from the Department of Labor - Invalids and Social Affairs. The Department of Education and Training takes over the state management function of vocational education from the Department of Labor - Invalids and Social Affairs.
The names of the agencies after the merger and consolidation will be arranged according to the names of the Central Ministries and Branches. It is expected that after the arrangement, there will be 13 departments and branches, a reduction of 5 departments and branches.
In addition, streamline and reduce internal organizational units of departments and branches according to the direction of the Provincial Party Committee Standing Committee.
For public service units under the Provincial People's Committee, the Provincial Radio and Television Station shall make arrangements according to the direction of the Provincial Party Standing Committee.
The Provincial Construction Investment Project Management Board has consolidated its functions, tasks, and powers and reviewed and arranged its internal organization in a streamlined manner, operating effectively and efficiently, ensuring good performance of assigned tasks.
For enterprises with 100% state capital or in which the state holds controlling shares, review and improve functions, tasks, powers and arrange internal organization in a streamlined manner to ensure effective operation.
Streamlining the organization of multi-disciplinary and multi-field management departments
Regarding specialized agencies and public service units under the district-level People's Committees, Nam Dinh province currently has 9 district-level People's Committees. Each district has 11 affiliated specialized departments. The arrangement must ensure full coverage of the functions and tasks of state management of the district-level People's Committees and ensure consistency and transparency in sector and field management from the central to the grassroots level; organize multi-sector and multi-field management departments; ensure streamlining and efficiency; it is not necessary that the district level has a corresponding organization for each department at the provincial level.
For specialized agencies under the People's Committee of Nam Dinh City, it is expected to keep the names and functions of 5 departments and equivalents: Inspectorate, Department of Justice, Department of Finance - Planning, Department of Culture and Information, Department of Urban Management.
Merge the Department of Home Affairs and the Department of Labor, War Invalids and Social Affairs; transfer and supplement the state management functions and tasks of some departments. It is expected that after the arrangement, the People's Committee of Nam Dinh city will have 10 specialized departments, reducing 1 department.
For specialized agencies under the People's Committee at district level: Maintain the names and functions of 3 departments and equivalents: Inspectorate, Department of Justice, Department of Finance and Planning.
Merge the Department of Home Affairs and the Department of Labor - Invalids and Social Affairs; the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development. Transfer some areas of some departments. It is expected that after the arrangement, the People's Committee of each district will have 9 specialized departments, reducing 2 departments. The names of the departments after the merger and consolidation will be arranged according to the names of the departments, branches and sectors and in accordance with the functions and tasks of the new department.
