In the afternoon of April 9, at the Presidential Palace, the Presidential Office solemnly organized the handover ceremony of the President's work between General Secretary, President To Lam and former President Luong Cuong, according to VNA.
Also attending were members of the Politburo, members of the Secretariat, members of the Party Central Committee, leaders of central committees, ministries, and sectors.
At the conference, Chairman of the Presidential Office Le Khanh Hai briefly reported on the work results of the President during the time comrade Luong Cuong held the position of President. General Secretary, President To Lam and former President Luong Cuong signed the handover minutes of the President's work.

At the handover ceremony, former President Luong Cuong shared that in more than 50 years, having gone through many working positions and assigned tasks, being trained and challenged in combat, growing from soldiers to key leaders of the Party and State, no matter what tasks were assigned, in any working position, they always tried their best, striving to successfully complete all assigned tasks.
“In particular, when I was trusted and voted by the National Assembly to hold the position of President of the Socialist Republic of Vietnam in a very special period, I am very aware of the great honor and responsibility before the Party, State and people; always strive my best to seriously implement the oath and inauguration speech before the National Assembly, compatriots, comrades and voters nationwide; always strive to successfully complete the task of President according to the provisions of the Constitution of the Socialist Republic of Vietnam,” former President Luong Cuong shared.
Moved to return to the Presidential Palace - the historic and sacred building where beloved Uncle Ho once lived and worked, General Secretary and President To Lam expressed his honor to be elected by the National Assembly to hold the position of President of the Socialist Republic of Vietnam at the first session of the 16th National Assembly, and affirmed that the oath of office before the National Assembly, before compatriots and voters nationwide is personal honor, political responsibility, and a commitment to absolute loyalty to the Fatherland, to the people, to the Constitution, and to wholeheartedly serving the country and serving the people.

The General Secretary and President respectfully acknowledged and highly appreciated the important contributions of Comrade Luong Cuong during his time as President, who excellently completed tasks according to the Constitution and laws, as well as tasks assigned by the Politburo and the Central Party Committee; leaving many strong imprints in domestic and foreign affairs work and building the legal system and political system, contributing to the entire Party, army, and people to successfully implement the Resolution of the 13th Party Congress, bringing the country firmly into a new stage of development.

Pointing out that our country is entering a new era of development with many intertwined opportunities and challenges, the General Secretary and President said that the country's greatest resource is the intelligence and labor, creativity of the people.
The State must create mechanisms, policies and motivations so that all classes of people and all economic actors can proactively contribute and create value; it is necessary to promote the superiority of the political system, improve the adaptability of the economy and the effectiveness of the national governance system, so that the country is always steadfast in the face of all fluctuations.

General Secretary and President To Lam affirmed that the task is to continue to maintain political stability; build a modern socialist rule-of-law state; promote judicial reform; develop a fast and sustainable economy; ensure national defense and security; enhance the country's international position; and take better care of the people's lives.
Fully receiving the assigned tasks, General Secretary and President To Lam vowed to join the collective of the Party Central Committee, Politburo, Secretariat and Party and State leaders to promote tradition, inherit achievements, unite, unify, strive to successfully complete the set goals and tasks, harmoniously handle interest relations in development, protect the honor and prestige of the country, and bring Vietnam's image to the world with a proactive, brave and responsible attitude.
