The Government has issued Decree 178/2024/ND-CP on policies and regimes for cadres, civil servants, public employees, workers and armed forces in implementing the organizational arrangement of the political system.
Accordingly, Article 13 of Decree 178/2024/ND-CP stipulates that cadres, civil servants, and public employees with outstanding qualities and abilities and with especially excellent achievements contributing to agencies, organizations, and units are entitled to the following policies:
Salary increase by one level (the time to keep the new salary level is calculated from the time to keep the old salary level) if the salary level in the grade or position is not yet the last.
The rate of cadres, civil servants and public employees whose salaries are increased by one level is within the rate of no more than 10% of the total number of cadres, civil servants and public employees whose salaries are increased ahead of schedule due to outstanding achievements in the annual tasks of the agency, organization or unit as prescribed in Clause 2, Article 7 of Decree 204/2004/ND-CP on salary regime for cadres, civil servants, public employees and armed forces (amended in Decree 17/2013/ND-CP).
Receive bonuses based on outstanding achievements decided by the Head of the agency, organization, or unit from the bonus fund specified in Article 4 of Decree 73/2024/ND-CP stipulating basic salary and bonus regime for cadres, civil servants, public employees, and armed forces;
Of which, a maximum of 50% of the bonus fund is reserved for rewarding cadres, civil servants and public employees with outstanding qualities and abilities, with particularly excellent achievements and with outstanding work achievements; the remaining bonus fund of the year is reserved for annual periodic rewards based on the results of evaluation and classification of work completion level.
Receive attention from competent authorities, priority in planning, training, fostering, and placement in leadership and management positions, including those above their level, based on the results of performance, efficiency, and quality assessments of cadres, civil servants, and public employees by the Party Committee and the head of the agency, organization, or unit where they work.
Enjoy policies to attract and promote talented people to work in administrative agencies and public service units if they meet the standards and conditions prescribed in other Decrees of the Government.
Recently, Minister of Home Affairs Pham Thi Thanh Tra signed and issued Circular 01/2025/TT-BNV guiding the implementation of policies and regimes for cadres, civil servants, public employees and workers in the implementation of organizational restructuring of the political system.
This Circular guides the implementation of policies and regimes for cadres, civil servants, public employees and employees in agencies, organizations and units specified in Article 1 of Decree 178/2024/ND-CP in the process of reorganizing the apparatus and administrative units at all levels of the political system.
Regarding implementation, Article 8 of the Circular clearly states: Agencies, organizations and units in the process of implementing the arrangement of the apparatus, streamlining the payroll, associated with restructuring and improving the quality of cadres, civil servants and public employees implementing the policy of resignation are responsible for implementing it synchronously with the policy for cadres, civil servants and public employees who increase their business trips to the grassroots level; the policy of using people with outstanding qualities and abilities (including amending the regulations on considering early salary increases due to excellent achievements in performing the tasks of agencies, organizations and units must give the highest priority to those who are assessed to have outstanding qualities and abilities to be raised one level higher in salary) and the policy of training and fostering cadres, civil servants and public employees after the arrangement.
