On August 21, Prime Minister Pham Minh Chinh signed Official Dispatch No. 139/CD-TTg requesting ministries, branches and localities to strengthen the work of ensuring security and order during the National Day on September 2.
The Prime Minister requested ministries, heads of ministerial-level agencies, government agencies and Chairmen of People's Committees of provinces and cities to continue to direct the drastic, effective and substantial implementation of the Prime Minister's directives on ensuring security, order, fire prevention and fighting.
Based on assigned functions and tasks, grasp the situation, proactively prevent and have response plans, resolve arising complicated situations, avoid being passive, sudden, or surprised.
Organize forces and means of regular duty, especially at the grassroots level, to ensure security and safety for key goals and projects, important events of the country, activities of Party and State leaders, international groups, entertainment activities, travel, health and assets of people and businesses in the area and management field.
The Minister of Public Security directs relevant functional units to closely and effectively coordinate with the Ministry of National Defense, the Ministry of Foreign Affairs and relevant agencies to grasp the situation and promptly advise Party and State leaders to resolve complex situations. Synchronously deploy forces, means, and measures to firmly protect sovereignty, security, and national and ethnic interests.
Strengthen management of directions, routes, areas and key subjects, promptly detect, prevent and neutralize terrorist and sabotage activities. Proactively prevent, detect, and fight against plots and sabotage activities of hostile forces; prepare response plans for complex incidents of security and order.
Concentrate forces, means, and measures to ensure social order and safety, attack and suppress all types of crimes, violate the law, strictly handle social evils that often occur during festivals, at crowded places, such as: gambling, theft, robbery, extortion, illegal use of drugs, illegal racing, disturbing public order... to ensure a peaceful and happy life for the people.
Arrange forces and means to promptly organize fire fighting, rescue, and relief from fire and explosion incidents, minimizing damage to people and property. Organize traffic flow reasonably, early, from afar, especially at crowded places, where events take place, gateways to and from big cities...
The Ministry of National Defense closely and effectively coordinates with the Ministry of Public Security and relevant agencies to grasp the situation and promptly respond to situations affecting national defense, security, social order and safety.
Strengthen patrols and strictly control border areas, trails, openings, mountainous areas, rivers and streams, promptly detect, prevent and strictly handle illegal entry and exit.
The People's Committees of provinces and cities directed functional agencies and units to grasp the situation, proactively prevent and stop complicated security and order situations in the area.
Check and strictly handle violations of fire and explosion safety, resolutely prevent fires and explosions that cause serious consequences for people and property; mobilize people not to participate in social evils, promptly detect, prevent and strictly handle violations.
