Nghe An reduces 282 commune-level administrative units after reorganization

Nghe An - The Provincial Party Committee unanimously approved the project to reorganize commune-level administrative units, expected to reduce 282 units.

On April 21, chaired by Provincial Party Secretary Nguyen Duc Trung, the Nghe An Provincial Party Committee held a conference to discuss and agree to approve the Project to reorganize commune-level administrative units in the province.

According to the report of Director of the Department of Home Affairs Nguyen Viet Hung, Nghe An currently has 412 commune-level administrative units (including 362 communes, 33 wards, 17 towns). After the arrangement, the whole province will have 130 units, including 11 wards and 119 communes, reducing 282 units - a reduction rate of 68.45%.

The project is arranged on the basis of consensus, ensuring the criteria of area and population according to regulations, while taking into account historical, cultural, place name factors and regional characteristics.

Some localities have a sharp decrease in the rate such as Vinh city (down 81.82%), Do Luong district (down 81.25%), Yen Thanh district (down 71.86%), Quynh Luu district (down 72%).

Regarding the issue of naming new communes, in the project, 16/20 district-level localities are planning to name commune-level administrative units after the names of district-level administrative units before the arrangement, with order numbers attached. In addition, there are 4 district-level units: Thanh Chuong, Quy Chau, Ky Son, Que Phong named commune-level administrative units according to historical, cultural and place names of the locality.

In particular, Kim Lien commune (Nam Dan) and Cua Lo ward still keep their names unchanged due to outstanding traditional and historical factors.

According to the plan, each new commune after the merger is expected to arrange about 60 cadres and civil servants; the total number of commune-level cadres in the whole province is about 7,800 people. It is expected that about 3,530 redundant cadres, civil servants and public employees will be resolved according to the roadmap in 5 years.

Provincial Party Secretary Nguyen Duc Trung requested Party committees and authorities at all levels to enhance their sense of responsibility, not to interrupt tasks or leave vacant areas, while ensuring the effectiveness of the political system at the grassroots level after the reorganization.

The Provincial Party Executive Committee assigned the Party Committee of the Provincial People's Committee to fully receive opinions at the Conference, continue to complete the Scheme and dossier to the Ministry of Home Affairs, and ensure submission to the Government on time before 1.5.2025. At the same time, it is required that localities will complete the consultation with voters and organize meetings of the People's Council at commune and district levels to approve the policy before April 25, 2025.

Also at the conference, the Provincial Party Committee agreed to postpone the merger of Nghe An Newspaper and Nghe An Radio and Television Station to July 1, 2025, instead of May 1, 2025 as previously planned. This is to create conditions for press agencies to focus on effectively propagating the reorganization of commune-level administrative units - a particularly important political task, deeply affecting the organization of the apparatus and people's lives.
